Defense Logistics Agency Management and Program Analyst in New Cumberland Defense Logistics Center, Pennsylvania

Summary See below for important information regarding this job. Responsibilities The below responsibilities will be performed in a developmental capacity. Serve as the Agency’s Training Program Manager for Material Handling Equipment (MHE) and other types of distribution vehicles requiring training and licensing such as forklifts, stock selectors, stacker cranes and scooters. As a quasi-supervisor, perform all of the necessary supervisory actions during and in the absence of the supervisor. Supervise local trainers at DLA Distribution Susquehanna in the execution of the MHE Licensing program. Review, organize, conduct, and coordinate agency training to include Subject Matter Expert group facilitation and instruction in MHE training related topics. Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. Analyze and research industry best practices, MHE variants, Job Hazard Analysis inputs, and mishaps to facilitate curriculum innovation and development. Ensure the MHE training program aligns with the agency’s inspection program/audit readiness guidelines. Requirements Conditions of Employment Qualifications To qualify for a Management and Program Analyst your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify for the GS-08 grade level, applicants must possess one year of specialized experience equivalent to the GS-07 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Analyzing data to identify trends in determining best methods of resolving problems. - Developing, reviewing, and maintaining program requirements, instructions, and guidelines. - Providing training to higher and lower-level employees. - Expertise in material handling operations, functions, equipment and programs to identify equipment system deficiencies or undesirable trends. B. Education Substitution: As a general rule, education is not creditable above GS-05 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate's education is directly related to the work of the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: The incumbent will be required to do considerable walking, standing and moderate bending. He/she will, on occasion, be required to perform lifting up to 35 pounds. Incumbent will be required to visit warehouses, shops, and work sites for purposes of providing instruction as well as to review or observe processes. Incumbent will be required to teach standing and moving around the classroom or instruction environment. Work Environment: Approximately half of work is in a classroom or office setting with the balance o-f work performed in a warehouse, shop or work-site setting with little or no environmental control. May occasionally be exposed to noise, dust, dirt, heat, cold, etc. during hands-on equipment training as well as all hazards associated with the operation of MHE. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
