JOB DESCRIPTION:

The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The NYPD strives to foster a safe and fair city by incorporating Neighborhood Policing into all facets of Department operations and solve the problems that create crime and disorder through an interdependent relationship between the people and its police, and by pioneering strategic innovation.

The Bureau of Deputy Commissioner, Management and Budget ensures the financial strength of the Department through the judicious management and oversight of all Department budgeting, financial planning, procurement of goods and services, capital construction, property management, payment for expenditures, and the processing of contracts. The Fiscal Accountability Unit conducts financial audits of confidential expenditures, as well as other audits, as directed. In addition to the internal audits, FAU serves as a liaison for all external audits of the Department.

The selected candidate must be able to manage audit teams from planning to completion of internal audits. They are able to facilitate the resolution of internal audit findings and identify an appropriate course of action. The ideal candidate is self-motivated, professional, and capable of managing their workload and prioritizing tasks as well as manage relationships between internal and external parties related to the audit. They are able to communicate effectively, and provide reliable and accurate support in a fast-paced environment. Additionally, they contribute to a positive team environment in which members participate, respect, and cooperate with each other to receive desired results.

The selected candidates' responsibilities may include, but will not be limited to the following:

Plan and manage audits of construction, equipment and contract-related services.

Conduct field and desk audit procedures as appropriate.

For construction and construction-related services, verify that the construction conforms to the plans and specifications and/ or applicable standards.

For equipment and other contract-related services, perform audit procedures in accordance with General Accepted Government Auditing Standards (GAGAS.)

Ensure that the contract progress, costs, conformance, and changes are adequately documented.

Qualifications

  1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in accounting, including one course each in advanced accounting, auditing and cost accounting and five years of full-time experience in management auditing, EDP auditing, financial accounting and/or financial auditing, at least 18 months of which must have been in an administrative, managerial or executive capacity or in the supervision of several teams of auditors; or

  2. A valid Certified Public Accountant License or a certificate as a Certified Internal Auditor and four years of full-time experience as indicated in "1" above, at least 18 months of which must have been in an administrative, managerial or executive capacity or in the supervision of several teams of auditors.
