NYS Housing Trust Fund Corporation Director of Research and Data (Spec Assnt) in New York, New York

In October 2022, New York State Governor Kathy Hochul announced the creation of the permanent Office of Resilient Homes and Communities (RHC), which assumed the New York State Governor’s Office of Storm Recovery’s (GOSR) portfolio of disaster recovery projects. GOSR had been established as a temporary agency in 2013 to coordinate statewide recovery efforts for Superstorm Sandy, Hurricane Irene, and Tropical Storm Lee. GOSR administered approximately $4.4 billion in flexible funding made available by the U.S. Department of Housing & Urban Development (HUD) Community Development Block Grant Disaster Recovery (CDBG-DR) program to concentrate aid to four main areas —Housing Recovery, Small Business, Community Reconstruction and Infrastructure.

RHC now serves as the lead principal office responsible for the administration of New York State’s multiple CDBG-DR awards. RHC operates within the New York State Housing Trust Fund Corporation (HTFC) and the Homeownership and Community Development (HOCD) unit, which consists of the State of New York Mortgage Agency, the Affordable Housing Corporation, the Office of Community Renewal, the Office of Special Initiatives and RHC.

JOB SUMMARY

The Director of Research and Data will lead a team that provides support to RHC in strategic planning, program evaluation, policy analysis, program reporting, performance measurement and decision-making processes using qualitative and quantitative analytical research methods. The key focus will be on establishing and maintaining clear and sound methodological steps for the creation of data. Incumbent is accountable for ensuring that management reports and analyses are accurate and timely and that the data is effectively utilized and integrated by the management team to drive program quality. Incumbent will also coordinate with outside researchers to build a body of knowledge about the impacts of GOSR programs and funding on New York State residents and businesses and provide support for the public presentation of data about storm recovery efforts statewide.

  • Participate in developing and implementing strategic planning for GOSR and ensure organizational compliance with national objectives and fulfillment of mission− coordinating closely with the Policy and Monitoring and Compliance Departments, especially.

  • collecting, collating, and utilizing programmatic/ external data to produce external and internal reports.

  • Support programs and the organization as a whole in addressing various ad hoc policy and ongoing data questions regarding:

  • Data quality assurance;

  • Methodological development and documentation;

  • Reporting functions for federal requirements;

  • Providing policy frameworks and quantitative scenario analysis to aid decision-making.

  • Lead and develop longer term strategies and research projects to assess and/or highlight programmatic and organizational performance by: Support the organization in meeting its monthly, quarterly, and other HUD reporting requirements.

  • Assist the organization to track performance in particular LMI population goals and compliance with regulations

  • Work with the agency’s Organizational Systems & Performance team to identify areas of improvement in data collection, aggregation and analysis, including reporting automation.

Organizational Leadership

  • Manage a team of data, geospatial, and research analysts in the development and maintenance of performance management reports and ad hoc data analysis to support program operations.

  • Manage the design and development of a series of performance management dashboards.

  • Work with the Chief Policy and Research Officer to develop and implement research efforts

  • Establish new and manage existing relationships with collaborating academia engaged in these research efforts.

  • Coordinate with the agency’s Communications & External Affairs departments regarding the presentation of data to the public.

Qualifications:

  • Bachelor’s degree in public administration, economics, finance, business, or a related field*

  • 7 years of relevant experience *

  • Demonstrated experience with qualitative and quantitative research designs and statistical analysis techniques.

  • Experience with disaster recovery programs and/or federal funding.

  • Excellent oral, written, and quantitative skills.

  • Exceptional problem-solving abilities.

  • Ability to quickly and clearly synthesize information.

  • Exceptional ability to use data to make decisions.

  • Expertise in the use of Microsoft Office products, specifically Excel and Access.

  • Experience with a statistical package such as STATA, SAS, or SPSS.

  • Ability to work in a flexible, fast paced, mission driven environment.

  • Experience with ArcGIS preferred.

* Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
