HR Coordinator - Hourly Time and Leave

POSITION DETAILS

Central Office Human Resources (COHR) within University Human Resources (UHR) at The City University of New York (CUNY) is an integral service-oriented department that provides front-line HR services to the Chancellery and University employees working at various CUNY administrative offices located across New York City and Albany, NY. COHR assists UHR in their mission to (1) develop the University’s human resources guidelines, standards, rules, and regulations; (2) enforce federal, state, and local employment laws and University mandates; (3) uphold compliance with the Board of Trustees’ policies and procedures regarding employment, including affirmative action and equal opportunity employment.

COHR is seeking an entry-level HR Coordinator responsible for analyzing, processing and tracking employees’ time and attendance records, and ensuring accurate and timely hourly payroll processing. Reporting to the Administrative Executive Officer of HR, the HR Coordinator performs comprehensive timekeeping calculations and audits to ensure compliance with employment laws, University policies, and collective bargaining agreements for approximately 1,300 hourly and full-time employees.

In addition to the position summary above and CUNY Title Overview below, other key duties include, but will not be limited to the following:

  • Routinely collects and reviews hourly bi-weekly timesheets for processing in both NYS and NYC payroll systems.

  • Provides guidance to employees, supervisors and timekeepers on all matters related to hourly timekeeping and payroll.

  • Prepares annual and quarterly reappointment documents for all hourly titles to meet contractual deadlines.

  • Certifies employee leave balances to determine eligibility for time and attendance related payments, including timely processing of leave calculations for fiscal year end disbursement.

  • Analyzes employees’ eligibility for leave accrual and other time and attendance entitlements based on university contractual agreements and policies.

  • Collaborates with the University Budget Office and departments to ensure part-time appointment hours are within budget approved limits.

  • Assists with processing and auditing hourly timesheets and leave entries in the Central Office Time and Leave System (COTLS); other duties include reviewing programming rules and configurations; and assisting with payroll projects as needed.

  • Validates timesheets and reconciles records for final approval, identifies discrepancies and reviews supporting documentation to ensure leave processing is completed by submission deadlines.

  • Creates and maintains routine time and attendance reports; assists with creating and implementing training sessions on timekeeping processes and procedures.

  • Other duties as assigned.

NOTE : Until further notice, this position is eligible to work remotely and on-site in the office.

QUALIFICATIONS

Bachelor's Degree required.

PREFERRED QUALIFICATIONS

  • Two years of experience in timekeeping, payroll, accounting or finance.

  • Proficiency in performing complex calculations in Excel.

  • Experience with PeopleSoft HRIS, NYS/NYC payroll and time attendance systems, or similar (e.g., ADP, Kronos, Workday).

  • Ability to analyze and apply time and attendance rules, collective bargaining agreements, and personnel regulations.

  • Knowledge of local, state, federal wage and leave laws (e.g., FLSA, FMLA).

  • Strong proofreading, auditing, and critical analysis skills.

  • Excellent time management and organizational skills for handling varied workloads and deadlines.

  • High professional integrity, sound judgment, and confidentiality in sensitive assignments.

  • Strong interpersonal, communication, and teamwork skills for effective collaboration with diverse stakeholders.

  • Proficiency with MS Office Suite, MS Teams, Zoom, SharePoint, Dropbox, and other virtual collaboration tools.

CUNY TITLE OVERVIEW

Provides information and services to the College community to support the Human Resources function.

  • Prepares and executes various personnel transactions involving employee recordkeeping, processing of new hires, pay administration, and recruiting

  • Maintains an understanding of policies, procedures, regulations, and collective bargaining agreements relevant to human resources

  • Organizes and processes employee information; develops and maintains reports and queries; assures data accuracy and completeness

  • Responds to requests for information; troubleshoots issues, follows up and responds to employee inquiries

  • Assists HR managers with employee communications of all kinds; may prepare materials, conduct orientation sessions, or update web pages

  • Performs related duties as assigned.

COMPENSATION AND BENEFITS

Salary range is$51,781 - $57,517, and salary commensurate with qualifications, education and experience.
