Job Description:

Parsons is looking for an amazingly talented Senior Manager, Contract Administration to join our team! In this role, you'll have the privilege of working on the premier Infrastructure project in the Country, as well as receive all of the benefits of working for Parsons! This Program is the most Urgent infrastructure program in the country - a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark NJ and NYC.

Program background

The Gateway Program is the most urgent infrastructure program in the country – a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark, New Jersey and New York City, the busiest section of the Northeast Corridor (NEC). The first phase of the Gateway Program includes the Hudson Tunnel Project (HTP), which includes the construction of a new two-track tunnel under the Hudson River connecting to Penn Station New York as well as the full rehabilitation of the existing 110-year-old North River Tunnel. The Gateway Development Commission (GDC), established through bi-state legislation, is responsible for the financing and development of the Hudson Tunnel Project.

As a tri-venture partner with Parsons, Arcadis, and Mace (MPA) is the Delivery Partners (DP) to provide advice, leadership, and support to GDC for the development and implementation of HTP. This is a master service with task order contracts for a 15-year contract encompassing a broad range of strategic advisory services, project management, design management, construction management, stakeholder coordination, federal compliance, operations support, office administration, and related services.

Summary:

As a Senior Procurement Manager, you will play a vital role predominantly in support of GDC’s Operating Procurement area. The role generally consists of all phases of procurement related tasks from requisition to contract including on-going contract administration, including but not limited to consulting with client departments and formulating procurement strategy, reviewing scopes of work, pricing methodology, contract terms, developing solicitation packages, evaluating offers, and negotiating agreements. The candidate will utilize technology-based recording and reporting systems to analyze information. Under the direction of the Senior Manager of Procurement Operations and Compliance, the selected Candidate’s Responsibilities Include, but are not limited to the following Essential Functions:

Essential Functions

  • Execute the full procurement process related to Professional and General Service and on anas needed basis Construction contracts in accordance with all Federal and GDC Procurementguidelines. This includes but is not limited to the development, solicitation, negotiation,evaluation, award and on-going contract administration of multiple contracts using the mosteffective procurement methodology.

  • Provide guidance to and consult with other Procurement staff, internal clients, externalstakeholders, and consultants on procurement methods, strategies, approaches, schedules, andrequirements as needed. Take the leadin drafting, reviewing, and negotiating contracts,agreements, and procurement documents.

  • Lead procurement evaluations and the vendor selection process, participate in negotiations ofall contractual matters, communicate with vendors; and maintain all required documents andrecordsthereofinaccordancewithGDC’sProcurementExecutionChecklist,legalrequirements, company policies, regulatory standardsand sound procurement practice.

What You'll Be Doing:

  • Execute the full procurement process related to Professional and General Service and on an as needed basis

  • Execute construction contracts in accordance with all Federal and Client Procurement guidelines

  • Development, solicitation, negotiation, evaluation, award and on-going contract administration of multiple contracts using the most effective procurement methodology.

  • Provide guidance to and consult with other Procurement staff, internal clients, external stakeholders, and consultants on procurement methods, strategies, approaches, schedules, and requirements as needed.

  • Take the lead in drafting, reviewing, and negotiating contracts, agreements, and procurement documents.

  • Lead procurement evaluations and the vendor selection process, participate in negotiations of all contractual matters, communicate with vendors

  • Maintain all required documents and records thereof in accordance with GDC’s Procurement Execution Checklist, legal requirements, company policies, regulatory standards and sound procurement practice.

  • Lead in the negotiation, preparation and execution of all supplementary agreements such as modifications/task orders/change orders covering changes to scopes of work, pricing and/or fee schedules, and contract closeout.

  • Review change orders and assist with reviewing cost proposals to ensure conformance, performs cost analysis, develops negotiation strategies, and assists with negotiating change orders.

What Required Skills You'll Bring:

  • Bachelor's Degree in Business Administration, Finance, or related field.

  • 15+ years of prime contract administration experience within a large international engineering and construction firm is required.

  • Requires a comprehensive knowledge of industry business practices and the negotiation of prime contracts.

  • Must possess strong written and oral communication skills, excellent interpersonal skills, and a working knowledge of PC software packages typically associated with contract administration.

  • Must be capable of independently negotiating the most-complex contractual issues.

  • Proven ability for managing and directing work involving complex situations.

Salary Range:

$126,600.00 - $227,900.00
