Description

This is a paraprofessional position involving the investigation, evaluation, and analysis of claims and suits brought against the City and related entities, and their employees. The Paralegal Claims Investigator’s role involves assistance in pre-litigation claims adjustment, as well as in the investigation and defense of claims in litigation.

Work involves planning, organizing, and conducting of investigations related to third party injury and property damage claims; review and recommendation for settlement on claims or suits against the City; evaluation and analysis of medical records related to personal injury claims; assisting attorneys with research and trial preparation; and assistance in other matters being handled by the City Attorney’s office. May provide similar investigation, evaluation, and analysis with respect to worker’s compensation claims. Work is performed both in-office and in the field. The work is performed under the immediate supervision and direction of the City Attorney or designee, depending upon assignment.

This is an unclassified position within the Office of the City Attorney and the employee serves at the will of the City Attorney.

Essential Functions

  • Plans, organizes, and conducts investigations of third-party personal injury and property damage claims brought against the City.

  • Interviews witnesses, takes photographs, and diagrams locations of accidents.

  • Obtains accident reports and other documents needed in defense of cases against the City.

  • Obtains and reviews utilities, sewer, stormwater, water, and construction maps.

  • Prepares technical reports related to individual cases.

  • Obtains, organizes, evaluates and analyzes medical records and other data pertaining to third-party injury and damage claims.

  • Assembles and reviews documents as a part of case investigations.

  • Performs legal research.

  • Researches criminal history information and obtains certified copies of same.

  • Analyzes data, prepares investigative reports, and makes recommendations regarding settlement of third-party injury and damage claims.

  • Prepares settlement documentation for personal injury and property damage liability and other claims.

  • May perform the investigations, evaluations, research, and analysis described above in workers’ compensation claims.

  • May conduct special in-house investigations upon administrative or citizens’ complaints.

  • Assists with file organization, data indexing and organization, and evidence presentation in major cases.

  • Provides assistance regarding discovery of relevant medical data.

  • Drafts and/or assists in drafting appropriate affidavits, subpoenas, discovery responses, internal memoranda, and case reviews.

  • May serve as liaison to state police in matters relating to the Virginia Criminal Information Network (VCIN), the National Criminal Information Network (NCIN) and update manuals as appropriate.

  • Establishes effective relationships with fellow employees, internal and external agency officials, administrators, and the general public.

  • Performs related work as required and as assigned.

Education/Experience

Graduation from an accredited two-year college or university with an Associate’s Degree in Paralegal studies or a related field or certification as a Paralegal or Certified Legal Assistant;

AND

Five (5) years of experience in claims investigation, pre-litigation personal injury/property damage paralegal specialty work, and/or personal injury/property damage litigation paralegal specialty work; OR

Any equivalent combination of education, training, and experience which would provide the necessary knowledge, abilities, and skills for the position.

Additional Information & Requirements

  • Valid Virginia driver’s license required.

  • Retirement

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
