Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities

THIS IS A CASUAL POSITION WORKING A MAXIMUM OF 900 HOURS PER CALENDAR YEAR.

The Casual Employee Relations Investigations & Audit Specialist will support audits and investigations across all areas and all levels of MSTS and with primarily with non-bargaining unit employees. HR-related auditing support will provide performance of operational audits, capture of findings, and out-briefings to ensure compliance with Company standards and expectations and the ability to recommend, design, and customize processes, procedures, and methodologies with relevant POCs. Strong communication skills are imperative to this role as this person will interact with everyone from the executive office to individual contributors. This individual will need to work independently and exude confidence and professionalism. The ability to travel is required, however, the working location will be split between the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada), and the North Las Vegas complex.

Key Responsibilities

  • Provide expertise and recommendations in Employee Relations matters.

  • Provide investigatory expertise in responding to concerns and complaints with experience to include harassment, discrimination, employment issues, and resulting disciplinary actions.

  • Develop comprehensive internal reports on investigations.

  • Prepare audit reviews and offers recommendations based on findings and completes regular reports, as required.

  • Document information pertaining to audit results including findings, opportunities, and observations.

  • Evaluate the overall efficiency and effectiveness of internal controls and risk areas in compliance with applicable process standards.

  • Coordinate and conduct special audits, investigations, and/or ad-hoc projects with minimal supervision and direction.

  • Assist leadership in the identification of problem areas and recommends remedial actions.

  • Exercise initiative and applies knowledge and experience to resolve problems where established procedures may not be specific.

  • Demonstrated knowledge on current employment law changes specifically in California, Nevada, New Mexico, and Maryland.

  • Maintain strict confidentiality of all information concerning employee issues/concerns.

  • Participate in Disciplinary Action Review Board (DARB) meetings as appropriate.

  • Advise and counsel management regarding the interpretation and intent of Mission Support and Test Services LLC personnel policies and practices.

  • Provide counsel to employees having work-related problems.

  • Interface with Legal, Internal Audit, and Staff Relations as needed.

  • Perform other related work as assigned by leadership.

Qualifications

  • Bachelor’s degree in related field and at least 12 years’ of professional level experience, or equivalent training and experience.

  • Preferred: Bachelor’s Degree in Human Resources or related field and at least 12 years of proven professional success in managing and conducting a high level of investigations and audits full-time, or equivalent training and experience.

  • Thorough Knowledge of Human Resources principles, EEO and AA Laws.

  • Proficient with standard concepts, procedures, protocols and methodologies within the auditor field.

  • Knowledge of legal requirements affecting the Employee Relations function.

  • Ability to work effectively with others to resolve issues and complaints.

  • Adapt to changes in the work environment and deal with unexpected events, conflicting deadlines, frequent interruptions, and multiple tasks.

  • Successful candidate must have strong writing, listening, and communication skills and the ability to work with all types of individuals in all types of settings.

  • Demonstrated skills in conducting research, conducting investigations and audits, and drafting actions to be performed.

  • Must possess excellent presentation skills.

  • Team oriented, effectively interact with peers, management, and other internal customers.

  • Demonstrated ability to create and maintain highest levels of confidentiality when dealing with employee and management concerns/issues, proprietary information and sensitive situations.

  • Advanced computer skills with software applications such as MS Office (Word, Excel and PowerPoint) and strong analytical skills.

  • Demonstrated ability to independently apply and carryout policies and procedures within assigned area of responsibility.

  • Must be able to prioritize and plan work activities.

  • Demonstrated ability to apply knowledge and experience to ensure that requirements are handled professionally.

  • Demonstrate initiative, innovation and drive to obtain results.

  • Ability to apply analytical and interpretive skills to problem solving, strong attention to detail, and strong organizational skills.

  • Strong written and verbal communication skills.

  • Willingness to work flexible hours and work at the Nevada National Security Site (NNSS).

  • The primary work location will be split between the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada) and the North Las Vegas complex.

  • Work schedule for this position will be 4/10’s, Monday – Thursday (subject to change).

  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

  • Must possess a valid driver’s license.

    MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age.     Department of Energy Q Clearance(position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707_14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.     Annual salary range for this position is:$114,669.18 - $177,737.22.

    Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
