POSITION CONCEPT:
The Project Controls Analyst Lead's responsibilities are to support Outage & Project Management utilizing strong cost analyzing, planning, Primavera, scheduling, and communication skills to help execute and deliver a large portfolio of capital projects. May be focused exclusively either on cost control or on schedule control; may alternatively include both cost and schedule control depending on departmental or project requirements. Collaborates with Project Managers, Construction Superintendents, Contract Administrators, and department management to develop, plan, schedule, and cost analyze capital projects for O&PM. Responsible for prompt and effective communication and coordination of work activities with all stakeholders’ groups to minimize schedule and cost conflicts and delays.
DUTIES AND RESPONSIBILITIES:
Recommend and implement improvements in systems, tools, and methods of project controls and project management.
Develop, manage, revise, and update integrated detailed project schedules in Primavera including all phases of project execution on multiple projects. Maintain project schedules and update as required to ensure schedule integrity.
Assist in forecasting engineering and construction resource requirements including early identification of long lead items, resource constraints, and required project start dates.
Assist in developing project estimates and ensure the accuracy of the estimate and scope of the project.
Forecast engineering and construction resource requirements.
Create detailed project budgets from estimates and execution plans and develop cash flow projections from reviewing project documentation.
Forecast engineering, construction, project management, and project control resource requirements.
Ensure that proper resource loading and Critical Path Method Scheduling methods are used and recommend schedule improvement and corrective actions.
Develop and update project schedules and perform risk analysis throughout the duration of the project.
Create, update, and manage primavera schedules for the Outage & Project Management team.
Responsible for reporting on the Capital Budget for ES monthly forecast, and explanation of variances.
Involve the Project Administrators, Department Managers, Procurement, and other Analysts in the process to improve the accuracy of the monthly forecast.
Develop methodologies to track projects and identify deviations from the PSA, Budget, and Forecast. May have full supervisory responsibility for administrative staff, including performance review, coaching, and counseling duties.
Coordinate with the Project Managers in the preparation of estimates to complete and cash flow projections for cost-loaded schedules.
Revise and maintain the status of the detailed project cost estimate/forecast to include all phases of project execution from engineering, plant projects, equipment procurement deliveries, and construction contracts through startup activities.
Track and analyze project costs including budgets, commitments, actuals, accruals, and forecasts. The analysis includes forecast to budget, estimate, actuals, and risk analysis. Perform “special assignments” as required by the department management and supervisory personnel.
EDUCATION :
Required : High School Diploma or equivalent
Preferred : Bachelors Degree in a related field
EXPERIENCE:
Required : 6 years work experience in the Duties & Responsibilities of the position or 2 years as a Project Control Analyst I/Project Analyst II
KNOWLEDGE/SKILLS/ABILITIES:
Required : Must have a thorough knowledge of Primavera scheduling, engineering and construction project processes, deliverables, and execution methods and take a leadership role in determining the appropriate methods and extent of controls for each project. Be able to develop a detailed schedule and related cash-flow forecast with minimal information and provide forensic data as required by O&PM Management as the project develops.
Preferred : Knowledge and a high degree of competency with TEC accounting and project control systems. Advanced understanding of the Power Plan Accounting System, project control systems, SAP, WorkMAN, and other TEC systems, as well as advanced knowledge of Microsoft Office Suite of products.
