State of Massachusetts Director of Operations in Northborough, Massachusetts

The Massachusetts Department of Agricultural Resources' MDAR mission is to cultivate a robust and equitable agricultural economy, promote a safe and resilient food system, and preserve a healthy environment for Massachusetts farmers, animals, and consumers. The Massachusetts State Reclamation and Mosquito Control Board (SRB), within the Department of Agricultural Resources, oversees mosquito control in the Commonwealth of Massachusetts including 12 regional programs. The SRB establishes administrative and technical policies, guidelines, and best management practices to ensure mosquito control programs and safe and effective. CLASSIFICATION: DIRECTOR OF OPERATIONS In the Central Massachusetts Mosquito Control Project (the Project), under authority vested by the Commission and under its general direction, the Director of Operations acts as the assistant to the Executive Director, typically assigning the details of the day to day implementation of programs to subordinates, and the supervision of all operating personnel and Project staff. In addition to organizing the program for the present and immediate future, the Director of Operations works to prepare the Project to adjust its operations to meet the changing mosquito problems resulting from the trends which can be forecast in land utilization, water project developments, population distribution, industrial waste disposal, and recreational developments. This includes planning on a long range basis and involves, as required, cooperation with and coordinating the work of consulting engineers, community planners and other technical personnel in local communities or otherwise available to the Project. Presents reports to the Commission under the direction of the Executive Director as requested, and assists in the determination of general policy; prepares for meetings, agendas and such documents as financial reports, resolutions, minutes, and reports required for such meetings as requested by the Commission and/or Executive Director. EXAMPLE OF DUTIES: * Helps plan, organize, direct, regulate and review the operation of the Project. Makes continuing and periodic surveys and assists with directing the studies of mosquito occurrence and problems. * Subject to the direction and approval of the Executive Director, determines and develops operating policies; defines the organizational structure, divisions and assignment of functions and lines of authority to carry out the Project’s purpose, including business, technical, scientific, and operating functions; recommends salary structure and working conditions. Helps plan and maintain an employee relations program. Assists the Executive Director in the planning and direction of a training program for Project personnel; instructs subordinates, reviews and evaluates work and takes appropriate action to maintain an effective working force. * Assists in the evaluation of program operations, confers with subordinate staff regarding progress and problems and provides consultation and assistance as indicated; coordinates work of the various functional units; directs special studies in problem areas; provides for the performance of technical and scientific programs as indicated. * Assists in planning, developing, and directing a program of public relations and community education; writes articles, attends and addresses community meetings; assists the Education Director in educational programs related to mosquito control as needed. * Coordinates the program with those of other public agencies such as Drainage Districts, Flood Control Districts, Reclamation Districts, Health Departments, and private organizations to affect and stimulate projects favorable to the prevention and control of mosquitoes. * Reviews payrolls, attendance, retirement, and insurance records as directed by the Executive Director. * Fields all requests from the media if directed by the Executive Director. * Keeps informed of latest developments in mosquito control and related fields, stays current in all applicable licensing needs. Maintains membership in all applicable associations and organizations necessary to maintain a cutting-edge program of mosquito control. * Prepares documents and gathers information for all monthly Commission Meetings if deemed necessary by the Executive Director, and prepares any additional data the Commission so desires under the direction of the Executive Director. * Oversees responsibility of setting up of all water management work by the Wetlands Project Coordinator (or his/her designee), and oversees the assignment of crews for such work by the Operations Foreman (or his/her designee). * To be on call at all times deemed necessary, 24 hours a day, 7 days a week, 365 days a year, responsive to the needs of the member cities and towns. To be assigned a Project vehicle subject to the discretion of the Executive Director to respond to such needs, subject to all applicable state and federal laws. * Represents the Project and CMMCP Board of Commission in all duties and functions not listed herein; and conducts himself in the best interests of the Project at all times. MINIMUM QUALIFICATIONS: • EDUCATION: Such as may have been gained through the study of physical, biological or environmental sciences, public health, management or finance. • EXPERIENCE: 10 Years of operational mosquito control. Must be well versed in all aspects of mosquito control as it relates to the northeast, specifically the state of Massachusetts. Specific knowledge of mosquito species and their habitat in the area and successful mitigation practices. The ability to utilize office software and GIS systems and produce reports with same. OR, any combination of education and experience that shall be substantially equivalent to the above education and experience MINIMUM ENTRANCE REQUIREMENTS: A thorough understanding of mosquito control as practiced in the state of Massachusetts.
