Skookum is seeking an experienced and safety-oriented Quality Control Manager with a professional attitude. Typical duties include but are not limited to: QCM shall have full authority and responsibility for assuring performance objectives and standards identified in the contract are met. The QCM shall report to an officer of the firm and may not be the same person as the Site Manager. The QCM or alternate shall be on-site during the Government's regular working hours and shall be available on-site within one hour after the Government's request after regular hours. Leads all aspects of the contractually defined QC program including QC Plan development and approval, key processes, internal and client-facing reporting, and ISO 9001 integration. Skookum's QCR program incorporates key reliability components implied in the contract (reliability is quality over time). This scope includes both FFP maintenance workorders and reimbursable (IQ) funded repair and minor construction projects. Prepare and execute QCR inspection schedules and follow-up actions for both randomized workorders and daily IQ reports IAW contract requirements. Leverage iPads, Maximo, PowerBI and to streamline this process. Inspections look at both work-order results and asset condition over time (reliability) as appropriate. Work with the site team to (a) facilitate a continual improvement program, aka defect elimination, and (b) lead corrective and preventive actions (CAPA) at the appropriate level using tools such as 5 Whys and Root Cause Analysis (RCA). Supports site ACM capabilities including infrared, vibration, acoustic, and other capabilities through direct use by trained QCRS technicians (Category 1 level) and by enabling key shop technicians. ACM tools/sensors and precision alignment are key capabilities leveraged in the PM optimization (PMO) program that is led by the Production Manager and supported by the QC Team. Leads the ISO 9001 program including documentation, auditing, and certification of core TFM processes which leverages corporate TFM processes with site variations and innovation. Works with the NSBOSC Safety Manager to integrate relevant safety observations into routine quality inspections.
