Your Impact:

As a member of the ORAT Team, position will provide expertise in logistics, planning, developing, coordination, and scheduling of all operational readiness activities associated with new and/or expanded facilities. The position will work closely with the ORAT Advisor in the approach to the ORAT program. Key activities will be well thought out, including the implementation schedule of such activities.

 

Essential Job Duties

•     Participate in and support planning, ramp up and execution of the various elements of the Airport Operational Readiness (ORAT) Program

•     Become familiar with Concepts of Operations that may be developed and work closely with the Design Teams to assess and review all proposed alternative options to assess any impacts to the operation. Follow-up with the PM and client Team to discuss such impacts and direction(s) forward

•     Align ORAT schedule with the Project schedule on each OTAT element. Maintain awareness of any changes to the Project Schedule and adjust ORAT activities accordingly

•     Create Working Groups comprised of the various Stakeholders to identify risks/issues.

•     Develop and implement an ORAT Risk Register and Issues Log

•     Coordinate with the client and PM a structure and frequency of developing and providing reports/presentations on ORAT activities, Risks/Issues

•     Assist the stakeholders in conducting a gap analysis of existing Standard Operating Procedures and Contingency Procedures

o     Facilitate Staff/Stakeholders in the development of procedures to complete any existing gaps

•     Develop ORAT Stakeholder Engagement and Operational Interface Plans

•     Lead the development Familiarization, Induction and Training Plans

•     Execute the Familiarization, Induction and Training Plans with support from the client and its stakeholders

•     Develop a comprehensive plan for transition of operations from existing facilities to new facilities covering the areas of facility maintenance, operations, commercial, communications, finance, training, and information technology

•     Facilitate the creation of subject matter expert teams to leverage expertise for the development of transition, training, and contingency plans for each specific area

•     Ensure the highest degree of customer satisfaction on opening day of all new facilities by delivering on the transition plan and ensuring all systems, training and contingency plans are implemented.

•     Provide direction to the Operational Readiness team members in training, scheduling, stakeholder engagement, trials, mobilization and move. 

•     Establish, manage, and maintain strategic relationships with senior representatives of key stakeholders including Airline and Airport management, vendors, sub-concessionaires, consumer groups and the airport community as a whole to ensure all stakeholders are engaged in the ORAT program.

•     Work closely with the client’s organization departments, major Projects team members and appropriate subject-matter-experts, contractors, and systems integrators to meticulously plan and deliver a coordinated program of trials designed to progressively test building functions as they are commissioned.

•     Focus on ensuring technical systems meet their intended purpose, providing an effective framework to support staff operations and methodically trialing every component of all systems and developing mitigation plans to address any issues or deficiencies in the systems along with corrective action plans.

•     Manage ORAT programs through the use of reporting tools, such as ORAT Software (Citiri) SharePoint, Risk Register, Issue Logs, Dashboards, (Project Management Software*), Microsoft Office, etc.

•     Coordinate ORAT activities with Project Management/Construction Management Teams

•     Review Project schedules, testing and close out plans for development of a detailed Transition plan including duties & responsibilities of all parties.

•     Develop, track and report on work plans to ensure transitions activities are progressing according to schedule, and all elements of the transition plan will be complete prior to opening day.

•     Attend and participate in regularly scheduled Project meetings.

•     Effectively manage the workflow processes and ensure timely completions

•     Assist with Project Closeouts

Professional Experience Level/Other Qualifications

•     Experience on Aviation or Transit Operational Readiness teams on new facilities

•     Knowledge of industry practices for airport/airline, healthcare, transit systems and operations.

•     Possess technical skills in the following areas:

o   project management,

o   airport planning,

o   aviation operations,

o   training,

o   operational or technology testing.

 

•     Proven leadership and management capability is required.

•     Good written and oral communications skills.

•     High energy and driven in style.

•     Not afraid to get his/her hands dirty and do “real work”; has a strong spirit of ownership and working within a less-structured environment.

•     Capable of delegating effectively.

•     Proven ability to multi-task.

•     A team player with proven experience creating, managing and coaching teams for high performance.

•     Excellent communication skills; strong writing and oral presentation abilities. 

Education:

·       An undergraduate degree from a well-respected school, ideally in Engineering, Airport or Operations Management, Transit, Planning, Business, or relevant field.

·       Ideally, a graduate degree in Airport or Operations; Transit; Business/Organization Management, Planning or a relevant field.
