Summary Supervisory Administrative Officer has full responsibility and authority to plan, schedule, and carry out the administrative management of Deputy Chief of Staff Office, including human & financial resources, management analysis, procurement and contract services, supply, space, and property management. Responsible for the day-to-day Service operations and administration, identifying areas requiring attention and recommending course of action to the Deputy Chief of Staff. Responsibilities Include but are not limited to: Serves as a manager and exercises ultimate staff responsibility for design, development, implementation, modification, evaluation, and ongoing operation of the service complex clinical and administrative programs. Reviews and evaluates completed staff actions (memos, reports, studies, fact sheets, information papers) for overall quality of the document, appropriate levels of coordination, consistency, logic, soundness of recommendations, and compliance with policy. Compiles and analyzes facts, develops plans, and performs extensive coordination. Plans and conducts detailed management studies and analyses to determine the impact of major medical facility reorganizations and changes. Directs administrative support services to ensure that inquiries, correspondence, and actions for area of responsibility are addressed appropriately. Develops information papers and correspondence on wide variety of administrative functions. Prepares comprehensive reports with findings and recommendations based on varied management and administrative considerations that will ultimately resolve problems or improve existing processes. Performs budget execution functions to ensure that expenditures are consistent with budget formulation plans as the fiscal year progresses and is responsible for implementing and maintaining several contractual agreements that provide service to our Veterans and DCOS Office. Responsible for analyzing workload and costs and reviewing overall resource utilization using sound fiscal judgment. Monitors resource utilization, prioritize needs, effecting changes in view of available resources. Prepares annual budget requests and must have knowledge in the development and management of budgets. Advises management officials, supervisors, and employees on the interpretation and application of a variety of human resources policies, practices, and procedures including staffing, classification, employee relations, benefits. Ensures that performance ratings are submitted in a timely manner in accordance with regulatory guidelines and acts as a liaison with the Human Resource Management Service. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/06/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Preferred Experience: COR I certification within the first year. Minimum Qualification Requirement: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develops short and long-range plans, conducting systematic reviews and assuring documentation and reporting of service transactions, activities, workload, productivity, FTE allocations, clinical mapping, etc. Plans, develops, coordinates and analyzes in preparation for surveys, audits, and inspections in quality assurance, compliance, and procedures governed by internal and external organizations. Prepares comprehensive reports with findings and recommendations. Resolves problems or improve existing processes. Advises management officials, supervisors, and employees on interpretation and application of human resources policies, practices, and procedures i.e., staffing, classification, employee relations, benefits, and related areas. Reviews and evaluates completed staff actions (memos, correspondence, reports, studies, fact sheets, information papers) for overall quality of the document, appropriate levels of coordination, consistency, logic, soundness of recommendations, and compliance with policy. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing and bending. Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
