GIS ANALYST

Class Summary/Primary Function

[]{#_Hlk86672402}The primary function of an employee in this class is performing a variety of technical duties relating to the operation and maintenance of the GIS Department information. Work with and assist the E-911 and Rural Addressing departments. Work is performed under the direct supervision of the County Commission, although some latitude is allowed for independent judgment and initiative. The principal duties of the position are performed in a general office environment, with occasional field work for GIS.

Essential Duties and Responsibilities

Work with information and data in the GIS Department and work with the E-911 and Rural Addressing Departments;

Utilize documents, checks for accuracy, and updates maps and GIS records;

Creates and maintains maps and other records;

Implementation, operation, management, and maintenance of GIS geographic information system;

Effectively manage and administer County technical functions including GIS and assist with the E-911 systems as needed;

Creates GIS-related documents, including maps, charts, graphics, and related products;

Maintains the county online web map, including updates and troubleshooting;

Performs data entry and manipulates data for GIS database development and maintenance, Including cartography and map production;

Reads and interprets maps; performs data analysis, digitizes and enters data;

Reads maps, charts, surveys, plats, deeds, aerial photographs, and related documents to obtain data;

Maintains strict confidentiality in all cases;

Interacts with County employees, customers, visitors and the general public effectively and professionally;

Perform all work duties and activities in accordance with County policies, procedures and safety practices.

Other Duties and Responsibilities

Collects and edit GIS data for base maps

Administration of responsibilities of the GIS department

Performs other related duties as required.

Classification Requirements

Knowledge of:

Computerized mapping and drafting methods, techniques, procedures, and equipment;

Mapping and property description terminology;

Operation of a personal computer and associated software for computer mapping software, GIS, and other required applications;

Operation of standard office equipment;

State and County procedures, standards, and policies related to mapping.

PC hardware, software and specialized applications;

Rural addressing standards and guidelines;

ESRI GIS software and GIS related equipment;

Principles, practices and methods of map preparation.

Ability to

Use a variety of data, surveys, property descriptions, maps, plats, and aerial photographs to create computerized maps using GIS or other specialized computer mapping systems;

Create, maintain, and update maps using a variety of drafting and mapping tools;

Operate standard office equipment and a personal computer using program applications appropriate to assigned duties;

Compile reports from a wide variety of sources and transmit data;

Operate a personal computer within the GPS and GIS context;

Read and interpret a wide variety of documents, including maps, base maps, aerial photographs, applicable policies and procedures and hardware/software instructions;

Collect and edit GIS data for base map boundaries;

Create maps;

Utilize distance measuring devices, GPS units and drafting equipment;

Understand and follow oral and/or written policies, procedures and instructions;
