As the Property and Systems Manager this position will manage the use of Contract Administration software including contract management software (Spectrum) and government property software (Sunflower), manage and perform oversight of Contract Administration policies and procedures that include self-assessments and briefs of results and recommendations to Contract Administration leaders, perform periodic updates of policies and procedures and actively manage all Government property functions for assets in the possession of Oshkosh Defense, LLC. This role is a point of contact with Government officials and internal customers to ensure contractual and regulatory compliance with all government property functions.

YOUR IMPACT

Manage the use of Contract Administration Software including contract management software and government property software. This includes providing appropriate training. Perform annual self-assessments of Contract Administration procedures including planning the scope of reviews, fieldwork, interviews with team members and/or observation and sampling techniques, summarizing results and briefing them to appropriate manager-level personnel.

Contract Administration’s lead for supporting ISO or IATF audits (internal or external). Primary point of contact for any administrative Corrective Action Requests (CARs) issued by DCMA. Gather CAR responses including corrective action plans and submit to DCMA. Track and report on status of corrective action plans. Manage and/or perform all administrative functions required for the effective management and administration of government assets including the following responsibilities:

  • Ensure compliance with company policy and procedures, contractual and FAR/DFARS requirements. Ensure policy and procedures are updated to reflect any changes to government regulations.

  • Maintain auditable records of government-owned property in the possession of Oshkosh or at subcontractor facilities.

  • Ensure records are complete and accurate. This includes authority to have the property and an audit trail of acquisition, receipt, identification, records, physical inventory, utilization, reports, sub-contractor control, maintenance, disposition, and contract property closeout.

  • Assist in preparing internal and external reports pertaining to government property. Maintain auditable backup data and files e.g., Loss, Theft, Damage or Destruction of property, discrepancy reports and report Item Unique Identification (IUID).

  • Oversee Government Property Physical Inventories. Perform inventory, reconcile, and record updates in the property management system.

  • Ensure that assets are received properly and are identified and added to the property management software

  • Perform reviews of subcontractor’s control of government property. This may be accomplished through site visits.

  • Perform self-assessment of compliance to published procedures, contractual and FAR/DFARS requirements.

  • Act as liaison to DCMA during their annual assessment of the company’s property management system. Assemble, review, and disseminate important information on audit processes, provide data requests to DCMA, assist in the review and resolutions of any deficiencies noted during the assessment, inform responsible parties of findings, recommend solutions, and assist in the development and implementation of any necessary corrective action plans.

  • Work with Contract Administrators and Program Managers on key property management issues such as ensuring excess government property is identified before period of performance is completed and arranging for the disposal of all excess government property as coordinated with the Government’s Plant Clearance Officer and Procuring Contracting Officer.

  • Maintain up-to-date knowledge of relevant industry practices and an awareness of regulatory changes and their impact on contracts.

  • Research and disseminate information on audit processes and performance measures.

  • Prepare and conduct government property training for appropriate company team members.

  • Assign and review all submitted technical reports as required by DCMA Property Administrator.

  • Supervise, develop, and mentor direct reports.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in Business Administration or related field

  • 6 plus years of experience in government contracts or experience that is transferrable

  • Ability to obtain a secret security clearance

  • Flexibility to embrace change and adapt in a quickly changing environment

  • Excellent interpersonal skills to interface with government representatives, internal customers, and suppliers; ability to drive for results by working cross-functionally.

  • Ability to exercise discretion and independent judgment.

  • Excellent oral andwritten communication skills and attention to detail

  • Ability to set priorities and work to multiple deadlines.

STANDOUT QUALIFICATIONS

  • Strong working knowledge of Federal Acquisition Regulations (FAR), Department of Defense supplement to FAR (DFAR),

  • Knowledge of UID Registry and DCMA Etools.

  • Certification in National Property Management Association (NPMA).

  • Ability to interpret government regulations and present best business practice course of actions (COAs) to leadership.
