Summary:

Provide overall project management direction on a wide variety of construction and environmental projects. Personal initiative and critical thinking skills will be essential to complete job duties with minimal guidance. The position is deadline-driven, project managers must be able to set priorities, take ownership of projects, work efficiently, and provide a consistent level of high quality in a high-pressure environment. Project Managers must demonstrate innovation, excellent communication skills, and a high level of customer service.

Essential Duties and Responsibilities: (including but not limited to)

  • Review and approve detailed project/component level plans.
  • Manage and oversee projects including managing subcontracting process, subcontractors' activities, prepare technical evaluations on his/her engineering specialty, identify and recommend solutions to mitigate issues and problems encountered during various construction phases, in accordance project scope of work, acceptable construction code/practices, and Federal and State regulations.
  • Develop and define acceptance criteria for all project phases/key deliverables. Close monitoring of critical milestones and deliverables.
  • Ensure the project stays aligned to the strategic goals and delivers the planned/stated benefits.
  • Provide engineering and technical guidance, support, coordination, and oversight to project staff preparing written project documentation.
  • Collaborate with various groups within Ahtna and multiple client organizations.
  • Identification analysis of all project risks and preparation for risk response plan.
  • Proactive communication of risks to concerned stakeholders.
  • Identify and ensure the resolution of all project-level issues.
  • Manage all communications between internal stakeholders, clients, and third parties.
  • Ensure preparation of various status and progress reports with metrics for various stakeholders.
  • Align all the project components and groups to ensure project success.
  • Supervise construction field staff and tradesmen. Work closely with site superintendents in executing a wide variety of construction activities, overseeing and conducting field quality control functions with field QC staff.
  • Foster a high-performance team environment where diversity is valued, and people are treated with respect and dignity. Applying innovative and effective management techniques to maximize employee performance.
  • Mentor junior staff.
  • Ensure compliance with all quality, regulatory, and security processes.
  • Preparing and reviewing proposals per RFP and bid documents, including estimating and bid reviews.
  • Authoring and/or reviewing contract deliverables including, but not limited to, product or technical submittals, work plans, safety plans, sampling and analysis plans, and reports.
  • Support field staff as necessary.
  • Other duties as assigned by management

Level Specific Responsibilities: (may include but not limited to)

Level - I

  • Provide client assistance to program managers
  • Manage scope, schedule, and budget on small-sized projects
  • Maintain 1-2 areas of technical expertise
  • Technical project execution and document preparation, peer review project documents
  • Assist with small-sized task orders and project proposals
  • Technical mentoring

Level - II

  • Provide client assistance to program managers
  • Manage scope, schedule, and budget on medium-sized projects
  • Maintain 2 areas of technical expertise
  • Lead technical project execution and document preparation, peer review project documents
  • Prepare medium-sized task orders and project proposals
  • Project staffing and technical mentoring

Level - Senior

  • Business development assistance to program managers
  • Manage scope, schedule, and budget on large-sized projects
  • Maintain 2-3 areas of technical expertise
  • Lead technical project execution and document preparation, senior review project documents
  • Prepare task orders and project proposals
  • Project staffing and technical mentoring

Minimum Qualifications:

All levels:

  • Bachelor's degree in Construction Management, Engineering, or a related discipline

    • Experience may be substituted for education on a 1:1 basis
  • Experience managing multiple task orders and/or contracts in the State and Federal Contracting market.

  • Experience supporting Estimating efforts
  • Experience executing Design/Build and Bid Build Projects
  • Strong knowledge of and ability to administer and enforce local, state, and federal safety laws and regulations, including OSHA and EM 385, as well as contractual requirements pertaining to the construction site
  • Ability to pass background checks by various Federal Agencies (e.g., DOD, DHS, FAA, etc.) to obtain security access badges
  • United States Citizen or Permanent Resident
  • Valid driver's license and ability to be covered under company vehicle policy
  • Thorough understanding of corporate and industry practices, processes, standards, etc., and their impact on project activities
  • Adept at explaining technical aspects of fieldwork to internal and external clients verbally and in writing.

Level - I

  • Zero (0) to Three (3) years of project management experience, specialized training, and/or an advanced degree such as MS may be substituted for work experience

Level - II

  • Three (3) to Five (5) years of project management experience, specialized training, and/or an advanced degree such as MS may be substituted for work experience

Level - Senior

  • Five (5) or more years of project management experience, specialized training, and/or an advanced degree such as MS may be substituted for work experience

Preferred Qualifications:

  • Proficiency in HCSS, Primavera (P6), Procore, Timberline Estimating Software, Blu Beam OST
  • Fifteen (15) or more years of prior experience in construction management

  • Experience managing $15 million-dollar projects

  • Strong knowledge of Microsoft Office Suite and databases such as Word, Excel, Access, PowerPoint, and Outlook
  • Experience and knowledge of Alaska Native cultures
  • Experience working in remote arctic conditions
  • Professional Registration such as PMP, EIT, or PE
