Matanuska-Susitna Borough Refuse Driver/Heavy Equipment Operator in Palmer, Alaska

Job Summary

This is a journeyman-level driver and heavy equipment operator position that participates in Solid Waste Division landfill and transfer site operations,including a wide variety of maintenance and solid waste collection tasks, and is primarily responsible for the safe operation of a semi-truck and trailer, and roll-off truck and trailer in the collection of solid waste within the Borough.

Pay Grade

K1 - K5 - DOE

Minimum Requirements

High School diploma or equivalent.

Three (3) years of experience in a similar position, sufficient to understand the basic principles relevant to the major duties of the position, including but not limited to three (3) years of CDL driving experience.

Possession of a valid Class A, Commercial Drivers License issued by the State of Alaska and possession of a valid Department of Transportation medical card.

Possession of or ability to readily obtain the State of Alaska CDL HazMat endorsement within three (3) months of hire.

Current HAZWOPER certification or ability to become HAZWOPER certified within six months of hire date.

Must successfully pass a pre-employment background check, drug screen and physical.

This position is subject to federal drug and alcohol testing provisions.

Completion of required Incident Command System (ICS) courses in accordance with established Borough policy.

Duties/Responsibilities
  • Operates a variety of collection vehicles and equipment including semi-truck and 53 trailer with walking floor, roll-off trucks and trailers in the collection and transportation of residential and commercial refuse; drives to landfill site when vehicle is full and unloads material; evaluates and updates assigned routes; cleans, maintains, and inspects assigned vehicles; maintains daily logs.
  • Operates a roll-off truck and trailer safely and efficiently to collect and transport solid waste commodities from designated locations within the Borough.
  • Ensures compliance with all applicable traffic laws, safety regulations, and departmental policies during the operation of the vehicle.
  • Safely load and unload 120 and 40 yard roll-off containers, ensuring proper placement and securement.
  • Performs daily pre-trip and post-trip inspections of the waste collection roll-off trucks to identify and report any maintenance or safety issues.
  • Performs pre-trip inspections to assigned heavy equipment or vehicle; checks brakes, lights, belts, hoses, fluid levels, air pressure, etc., reports equipment or vehicle service, maintenance, or repair needs to immediate supervisor.
  • Operates excavator, frontend loader, skid steers, shredder and other heavy-duty equipment while performing solid waste management tasks.
  • Provides required information for pre and post-use maintenance on heavy-duty equipment, trucks and trailers.
  • Report any vehicle malfunctions promptly to the appropriate supervisor.
  • Ensure the proper disposal of waste materials at designated disposal sites or facilities.
  • Adhere to all waste disposal regulations and guidelines to protect the environment.
  • Maintain accurate records of daily collections, including the types and quantities of waste collected and any relevant incidents or observations.
  • Inspects dumpsters for unacceptable solid waste and dumpster repair needs.
  • Monitors the central landfill; ensures customer compliance with policies and procedures.
  • Effectively answers questions from the public to provide information and resolve complaints.
  • Assist in closing and opening of disposal sites; keeps disposal areas clean and functional.
  • Operates semi-tractor and trailer to transport solid waste to the landfill.
  • Operates a variety of heavy equipment.
  • De elops and plans special projects.
  • Builds and constructs retaining walls, signage, retaining nets, and fencing.
  • Repairs and remodels transfer site buildings.
  • Operates a wide variety of hand and power tools.
  • Maintains chainsaws, weed eaters, chop saws, and other hand and power tools.
  • Maintains and repairs division equipment.
  • Monitors automated scale to ensure accuracy.
  • Conducts snow removal operations.
  • Maintains grounds at all division properties.
  • Performs related duties.
