U.S. Army Corps of Engineers Maintenance Work Leader in Pasco, Washington

Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Ice Harbor Project is a multi-purpose hydropower project, with missions including operation and maintenance of the facility for flood control, hydro power generation with six main generating units, navigation locks, fish facility, recreation, and natural resource management. Responsibilities Lead, direct, schedule, and/or perform all maintenance and repair of project facilities and equipment. Lead maintenance and repair activities for recreation areas. Plan the use of subordinate workers, equipment, facilities, materials, and tools. Assign work to individuals and provide technical direction and/or help in accomplishing difficult work processes. Inspect completed work for quality and work order requirements. Ensure safe work practices and enforce environmental safety regulations. Inspect facilities to ensure they operate properly and are in good repair. Assign and schedule work to be accomplished by hired labor and/or small construction contract. Prepare requisitions, cost estimates, and justifications to procure equipment and supplies. Coordinate contracted maintenance and repair work. Perform nonsupervisory trades and labor work. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Maintenance Work Leader - without more than normal supervision. Experience leading a work team, able to plan and independently perform tasks in the areas of maintenance, plumbing, carpentry, heavy equipment operation and operating and maintaining pumping plants and irrigation systems, and able to work as part of a crew and to assume responsibility for leading in the accomplishment of tasks. PHYSICAL EFFORT: Works in tiring or in uncomfortable positions for long periods. The work requires frequent standing, bending, crouching, kneeling and climbing. May work on ladder, scaffolds, or platforms and where the parts of systems worked on are in hard to reach places. Frequently lifts and carries tools and equipment weighing up to 45 lbs and occasionally items weighing more with assistance of material lifting devices or other workers. WORKING CONDITIONS: Maintenance work is normally performed outside with exposure to wide variations in weather and temperature. Incumbent is exposed to potential injury form power tools and danger from flying objects, cuts and scrapes, is exposed to traffic hazards while driving on both improved and unimproved road surfaces. May work in cramped quarters and in, over or near water. May occasionally make repairs when noxious fumes are present. There is exposure to insect, spider and snakebites.
