General Atomics and Affiliated Companies Project Adminstrator/Facility Security Officer in Patuxent River, Maryland

General Atomics (GA), and its affiliated companies, is one of the world’s leading resources for high-technology systems development ranging from the nuclear fuel cycle to remotely piloted aircraft, airborne sensors, and advanced electric, electronic, wireless and laser technologies. We are looking for a project administrator/facility security officer (FSO) to join our team located in Lexington Park, MD (Patuxent River corridor). With general direction, this position administers the operational aspects of projects/proposals, manages the office/facility, and serves as the Facility Security Officer (FSO).

DUTIES & RESPONSIBILTIES:

  • Serves as a front-line, on-site GA-EMS representative for face-to-face interactions with customers, vendors, and outside agencies. Serves as the FSO for the GA-EMS Patuxent River office.

  • Provides product/services information, responds to internal/external inquiries, supports the resolution of emerging problems with functional team members in other business locations, and schedules the use of facilities for internal/external stakeholders.

  • Under limited supervision, operates and maintains the office spaces in good condition. Works with the GA facilities team and subcontractors for troubleshooting and upgrades.

  • Develops and updates reports and records which may be confidential and sensitive in nature and require independent interaction with management, customers, vendors, or agencies. May deliver presentations, as required.

  • Administers the daily operational aspects of one or more ongoing proposals and projects. Participates in the development, review, and update of proposal and project plans, estimates, and schedules.

  • Analyzes data and situations, identifies issues, and develops solutions with project managers, line managers and customers. Includes identifying material and functional resources needed to successfully execute recovery actions.

  • As the FSO, responds to a variety of inquiries using a knowledge of the National Industrial Security Program (NISP), implementing the provisions of 32 CFR Part 117: National Industrial Security Program Operating Manual (NISPOM) Rule and compliance thereto, including Security Executive Agent Directive-3 (SEAD-3) requirements.

  • As the FSO, acts as a liaison with government agencies, especially the Defense Counterintelligence and Security Agency (DCSA). This includes direct interaction with the DCSA Industrial Security Representative (ISR) for facility inspections, audits and reviews to assess GA-EMS’ Patuxent River office compliance with applicable National Security requirements.

  • Administers and coordinates all aspects of security activities at the Patuxent River office in accordance with company policies and procedures to ensure compliance with federal security regulations, directives, and manuals for safeguarding National Security Information.

  • May provide direction less experienced staff.

  • Maintains the strict confidentiality of sensitive information.

  • Must be a U.S. person to work in secured or export controlled areas.

  • Responsible for observing all laws, regulations and other applicable obligations wherever and whenever business is conducted on behalf of the Company.

  • Expected to work in a safe manner in accordance with established operating procedures and practices.

  • Performs other duties as assigned.

Job Qualifications:

  • Typically requires a bachelors degree in Business Administration or a related discipline and three or more years of progressive professional project administration experience. Equivalent professional experience may be substituted in lieu of education.

  • Must demonstrate a complete understanding of project administration principles, theories, concepts and techniques.

  • Must have experience organizing, planning, scheduling, conducting, and coordinating work assignments to meet project milestones or established completion dates.

  • Ability to work independently or in a team environment.

  • Ability to grasp new concepts quickly.

  • Ability to maintain the confidentiality of sensitive information.

  • Effective organization skills and the ability to establish priorities.

  • Ability to identify issues, solve and respond to routine problems or situations that require interpretation.

  • Strong analytical, interpersonal, verbal and written communication skills to accurately document, report, interpret and explain moderately complex information.

  • Ability to communicate and interface effectively with all levels of personnel, including management, customers and vendors.

  • Considerable working knowledge of computer operations computer skills with a focus in MS Project, MS Excel and MS PowerPoint.

  • Practical understanding of applicable policies and procedures as well as relevant regulations.

  • Experience with DOD processes and procedures or an equivalent regulatory environment and/or military training.

  • Understanding of the NISP, 32 CFR Part 117 NISPOM Rule and a knowledge of established policies, procedures, and practices for safeguarding National Security Information.

  • Completion of FSO Program Management for Possessing Facilities courses is a plus (course certification will be required within six months of onboarding).

  • Working knowledge of DCSA security portals, databases, etc., including National Industrial Security System (NISS), Defense Information System for Security (DISS), and National Background Investigative Services (NBIS) is a plus.

  • Ability to obtain and maintain a DoD Security Clearance Secret (S) is required.

  • Ability to work both independently and in a team environment is essential as is the ability to work extended hours as required
