U.S. Pacific Fleet, Commander in Chief FINANCIAL MANAGEMENT ANALYST in Pearl Harbor, Hawaii

Summary You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER DEPARTMENT of NAVY EXPEDITIONARY COMBAT COMMAND PAC. Responsibilities You will adapt and modify existing systems to meet changing requirements or to comply with new legislation. You will schedule periodic, cyclic, and special reviews to evaluate the adequacy and effectiveness of financial systems employment, operating controls established, and governing directives compliance. You will receive, process and account for all reimbursable work orders received from external activities. You will monitor and ensure timely submission of reimbursable accounting reports to external activities. You will perform Reviewing Officer (RO) function for Defense Travel System (DTS) travel authority and voucher processing. You will perform Non-DTS (NDTA) and alternate ODTA roles in support to NECCPAC forces. You will remediate NECCPAC forces aging authorizations/vouchers not to exceed beyond 30 days from the travelers return by coordinating the effort with Ech IVs DTS POCs. You will correct DTS related transaction exceptions in the financial systems. You will monitor Government Travel Charge Card (GTCC) accounts; extract, and evaluate data from DTS/SABRS/SMARTS to monitor debt management data to ensure 60 days and older delinquency accounts are resolved and closed out. You will prepare pre/post-event notifications to lower Echelon units and monitor all Data Management Monitor (DMM) transactions. Requirements Conditions of Employment Qualifications FOR GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector utilizing financial systems such as Standard Accounting, Budgeting and Reporting System (SABRS), Command Financial Management System (CFMS), Defense Travel System (DTS), and Government Travel Charge Card (GTCC) to generate reports, interpret data, perform analysis to resolve discrepancies and troubleshoot systems glitches in accordance with legal and regulatory requirements. FOR GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector using financial systems such as Standard Accounting, Budgeting and Reporting System (SABRS), Command Financial Management System (CFMS), Defense Travel System (DTS), and Government Travel Charge Card (GTCC) systems to prepare reports, interpret data and comply with legal, and regulatory requirements. OR C. You have successfully completed an LL.M. degree that is related to the position being filled. OR D. You have a combination of experience and graduate education as described above that equates to one year of experience. Your percentage of the required education plus your percentage of the required experience equal one hundred percent. GS-11 A. You have successfully completed a Ph.D. or equivalent doctoral degree. OR B. You have successfully completed three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree. OR C. You have successfully completed an LL.M. degree that is related to the position being filled. OR D. You have a combination of experience and graduate education as described above that equates to one year of experience. Your percentage of the required education plus your percentage of the required experience equal one hundred percent.
