Organization of the Joint Chiefs of Staff FUNCTIONAL ANALYST in Pentagon, Virginia

Summary This position is part of the Organization of the Joint Chiefs of Staff. Serves as the joint logistics subject matter expert on logistics planning matters, particularly those that pertain to deliberate/crisis planning and execution, logistics within global force management (GFM) process, exercise logistics planning and joint doctrines. Serves as an adviser to management on logistics planning efforts with DOD and non-DOD personnel and provides policy advice and guidance as needed. Responsibilities As a FUNCTIONAL ANALYST at the GS-0301-14 some of your typical work assignments may include: Brief and interact with senior leaders from the Joint Staff (JS), combatant commands (COCOMs), the services, and the Office of the Secretary of Defense (OSD) on joint logistics planning and exercise matters. Serve as a key member of the joint planning and execution community (JPEC), as well as a logistics representative with in-depth knowledge of joint operational and strategic planning processes. Provide expert oversight in the management of complex projects, activities, and action items that pertain to joint logistics planning and exercise planning. Lead and contribute to the formulation of joint logistics planning and exercise planning policies and doctrines. Serve as an advocate for the COCOMs on policy and doctrinal matters. Display a thorough understanding of, and sensitivity to, the needs of joint warfighting goals and objectives. Manage access and control over a TS/SCI SCIF, J4 JWICS accounts, and maintain a J4 contact listing of all J4 cleared personnel. Requirements Conditions of Employment Qualifications You may qualify at the GS- 14 grade level, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Developing and providing joint logistics planning at both the strategic and operational levels, including logistics operations with the services and above to coordinate and lead routine planning and crisis response activities. Planning and conducting analyses for developing solutions to difficult problems and defining logistics equities from operational and concept plans for large scale and complex operations. Coordinating and leading routine planning with logistics staff actions while working in a team environment while utilizing National Security Strategy, National Military Strategy, Defense Planning Guidance, and the Joint Strategic Capabilities Plan. Utilizing DOD and federal strategic planning policies, procedures, and doctrine in creating strategic plans and documents, and identify and propose solutions to issues/problems that are significant and have major impact on the organization(s). Education Substitution of education may not be used in lieu of specialized experience for this grade level.
