Commonwealth of Pennsylvania Project Specialist - Region II, Southwest PA (Fiscal Policy Specialist 1) in Pittsburgh, Pennsylvania

Through outreach, identification, solicitation, guidance, review, approval, implementation, and monitoring of water, wastewater, stormwater, and non-point source projects on behalf of the Pennsylvania Infrastructure Investment Authority (PENNVEST), this position offers a rewarding experience. The Region II Project Specialist assists communities, companies, and individuals with improving waters of the Commonwealth. It is primarily responsible for the southwest region of Pennsylvania, which is served by the Pittsburgh Department of Environmental Protection (DEP) regional offices, and covers Allegheny, Beaver, Cambria, Fayette, Greene, Somerset, Washington, and Westmoreland counties. DESCRIPTION OF WORK In this position, you will use a wide range of analytical, administrative, and policy skills to identify, analyze, and manage clean water projects financed by PENNVEST. Responsibilities include, but are not limited to, marketing, outreach, on-line coaching to potential applicants, project evaluation, and supervising project implementation. The Project Specialist also works with agency staff, potential applicants, DEP, Department of Community & Economic Development (DCED), and other state and federal agencies to ensure timely and suitable implementation of approved projects in the 8-county southwest region of the state. Work Schedule and Additional Information: Full-time employment Work hours are 7:30 AM to 4:00 PM, Monday - Friday, with 60-minute lunch. Start and end times are negotiable. Telework: You will be expected work to from home (telework) full-time, as PENNVEST operates in a virtual office format. Reliable, securely-configured, high-speed internet connection is required, along with proper use and maintenance of essential equipment provided by the agency, to establish and sustain the required home office base of operations. Residency: Due to the significant representation of and responsibility to the southwest region of the Commonwealth, the home office base of operations for the PENNVEST Project Specialist assigned to Region II must be located within the specified 8-county area (Allegheny, Beaver, Cambria, Fayette, Greene, Somerset, Washington, and Westmoreland counties). Travel: Extensive travel utilizing a state-assigned vehicle within and around the assigned 8-county area, and as needed between the home-headquartered office and PENNVEST's Harrisburg headquarters location, is also required. QUALIFICATIONS Minimum Experience and Training Requirements: One year as a Fiscal Policy Associate; or Two years of experience in policy analysis and planning or a specialized discipline relating to a Commonwealth program area; and a Bachelor's Degree in policy analysis and planning, public administration, or a closely related field; or A Master's Degree in policy analysis and planning, public administration, or a specialized disciplines relating to a Commonwealth program area, or a closely related field; or Any equivalent combination of experience and training

Additional Requirements: You must possess a valid Pennsylvania driver's license. You must currently live in and be able to travel extensively within the southwestern region of Pennsylvania. This encompasses the following counties: Allegheny, Beaver, Cambria, Fayette, Greene, Somerset, Washington, and Westmoreland. You must be able to perform essential job functions.

Preferred ualifications (not required): Experience in policy analysis and planning, public administration, financial management, or project management Experience managing project construction and budget Experience in the wastewater, drinking water, non-point source pollution, or stormwater field Experience in capital lending (public or private financing of debt either through a bond or note) Experience coaching or training individuals or organizations in program implementation Experience creating and managing spreadsheets to perform calculations Comfort operating in a position that requires you to self-learn Comfort speaking and/or presenting in front of various-sized audiences Experience working in a virtual office environment Comfort operating in a position that requires you to frequently work independently
