General Purpose

Administers health and welfare programs, personal time, retirement, 401(k), benefit enrollment and mid-year changes and various leave programs involving development, implementation, coordination, maintenance, communication, and reporting. Ensures benefit activities are performed in accordance with federal, state and local employment related laws and regulations.

Responsibilities

Responsibilities of the Mid-Level position include the following:

  • Facilitate enrollment activities for new hire enrollment, to include offering of benefits and mid-year changes, validating elections, receipt of dependent documents and evidence of insurance approvals. Ensure enrollment and mid-year changes are done within compliance and departmental deadlines.

  • Establish and maintain confidential benefit files and records necessary for implementing benefit coverage.

  • Validate twice monthly vendor termination dates for accuracy of file load per compliance requirements.

  • Notify vendor of employee and dependent terminations needing COBRA offerings,

  • Assist internal and external customers via the toll-free benefit line, general email box and in person meetings, regarding group health plan questions, enrollment, claims issues, and personal time and retirement benefits.

  • Assist in the annual open enrollment to include review of communications for employees and retirees.

  • Assist in processing death claims.

  • Perform other office administration functions as needed to include, filing, generating correspondences and reports and data entry requirements.

  • Ensure compliance with federal, state, and local employment related laws and regulations.

  • Maintain various tracking logs.

  • Complete inquiries from State and Medicare requests.

  • May process/assist with vendor invoices.

In addition to the above, the Senior Level will include the following responsibilities:

  • Administer the eligibility, enrollment and compliance processes for health and welfare plans, health savings accounts, spending accounts, personal time, specific leave programs, retirement, and 401(k).

  • Administer the Health Savings Account and Health Reimbursement Account for employee and employer contributions, to include reconciliation, data entry, maintenance of spreadsheets and funding.

  • Ensure financial and operational accuracy while monitoring tasks, running various weekly/monthly reports, and performing validation for data integrity.

  • Present benefit related plans to groups or individuals during new hire orientation meetings and meet with potential employee’s considering retirement.

  • Act as liaison between employees and retirees and the various third-party vendors regarding claims and eligibility.

  • Monitor accrual rewards and off cycle adjustments for personal time or vacation/sick leave based on nonunion or union schedules. Bridge service time for employees transferring from affiliate or as a rehire.

  • Oversee the process and maintenance of Qualified Medical Child Support Orders and COBRA notifications and monthly billing with vendor for health and life insurance premiums.

  • Responsible for benefit changes and data maintenance in the benefits operating system.

  • Assist internal and external customers via the toll-free benefit line and general email box regarding group health plan questions, claims issues, personal time and retirement benefits.

  • Assist in implementation of new programs, plans or policies to include testing enhancements or changes to benefits operating system.

  • Identify opportunities for improving service delivery methods and procedures and review with appropriate management staff to implement improvements.

  • Maintain the benefits intranet web pages and the benefit enrollment system.

  • Validate time sensitive inbound payroll deduction files prior to transmitting to payroll.

  • In compliance with ACA monitor 30 hours reporting and 1095 process.

  • Assist the lead or manager with data requests, projects, legal inquires, etc.

Requirements

Requirements for the Mid-Level position include the following:

  • High School Diploma or equivalent; or the equivalent combination of education and experience.

  • A minimum of two years related Human Resources experience.

  • Capability of effective planning and priority setting. Ability to work on projects simultaneously while working under pressure to meet deadlines and excellent follow through on tasks.

  • Proficient with the use of personal computers including spreadsheet, database and word processing applications.

  • Communication and interpersonal skills including the ability to work with all organizational levels as a team member to ensure that key information on schedules, requirements, and resources is communicated to management in a clear and timely manner.

  • General knowledge of Company and departmental policies, procedures, and practices as well as applicable federal, state, and local governmental laws and regulations.

In addition to the above, the requirements for the Senior-Level position include the following:

  • Bachelor’s Degree in Human Resources, Management or a related field; or the equivalent combination of education and experience.

  • A minimum of three years human resources experience with at least one in benefits.

  • Excellent customer service communication and interpersonal skills, including the ability to consult and resolve internal or external customer issues which may be sensitive in nature.

  • Analysis, assessment, and investigation skills to determine recommendations or plans of action.

  • Ability to work with all levels of an organization including people with different styles and backgrounds; ability to work as a member of a team.

  • Effective time management and priority setting. Ability to work on several complex projects simultaneously while working under pressure to meet time sensitive deadlines.

  • General knowledge of company and departmental policies, procedures, and practices, as well as applicable federal, state, and local governmental laws and regulations to include ERISA, USERAA, COBRA and OBRA.

  • Ability to develop alternatives, standards or practices within defined areas but for which are ambiguous or unprecedented.

Preferences

  • PHR or SPHR Certification.
