Summary This position functions under the Veterans Transportation Program within the Northern Arizona Healthcare System (NAVAHCS). The incumbent operates patient transport vehicles, including emergency vehicles, patient transport vans/buses and other types of transport vehicles, capable of carrying up to 8 or more passengers, to and from VA Medical Center facilities, private healthcare facilities, and other private sector areas like patient homes, railway, bus stations, and airports. Responsibilities The duties of the Motor Vehicle Operator include but are not limited to: Operate various vehicle types which may include special purpose vehicles equipped with special purpose equipment and levers, buttons, pedals, and/or control equipment (e.g. wheelchair lifts). Safely transport patients in a manner that minimizes disruption to personnel and ensure maximum comfort during travel Drives predetermined and/or scheduled routes or special runs Operates the doors to allow passengers to enter and leave the vehicle. Read installation maps and judges road/traffic conditions to determine the shortest and safest route. Provide friendly, polite and courteous service. Enforce passenger safety and seatbelt use. Check ID cards to ensure authorization of passengers as required. Knows and abides by rules, laws and traffic regulations pertaining to state laws. Must practice and promote safe work and driving habits and follow standard safety procedures, identify existing or potential safety hazards, promptly notifies supervisor, and initiates corrective action as required. Maintain records and documents actions, such as operator inspection checklists/forms and accident/incident reports. Performs other duties as assigned. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/28/2024. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the Knowledge, Skills, and Ability (KSAs) to perform the duties of this position must be supported by detailed descriptions of such on your resume. Examples of experience would typically include but are not limited to: knowledge to make more difficult judgments concerning loading and arranging cargo, overhead and side clearances, the turning radius, braking distance, and the distance to be maintained from other vehicles, knowledge of basic first aid and cardiopulmonary resuscitation (CPR) techniques to assist medical technicians in treating patients, skill in applying the braking and maneuvering the vehicle to avoid jostling the passengers, skill in selecting alternate routes to avoid heavy traffic or other delaying conditions, and skills in map reading in order to reach unfamiliar locations. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements/Working Conditions: Drivers work mostly outside and operate vehicles in all kinds of weather. Drivers are exposed to dirt, fumes, and to the possibility of cuts, bruises, and broken bones as a result of accidents when loading and unloading the vehicle. Must have ability to drive in rural areas, very congested Metropolitan traffic and/or construction zones. Must safely handle patients, both stretcher and wheelchair, in loading and unloading from vans and buses. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Shift work may be required. May be required to work overtime after normal working hours providing it is an emergency or their services are needed to transport patients. Education There is no educational requirement for this position. Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
