Authorizing Agent: Chief Drew McLain Scope: All Personnel GENERAL STATEMENT OF DUTIES 1.109.1 ASSIGNMENT 1. Preserves the public peace, protects

life and property, prevents crimes, arrests violators of the law and enforces all laws and ordinances. Patrols assigned area using a patrol car or on foot; responds to calls for services; initiates police action when appropriate; investigates crimes in progress; conducts follow-up investigations; mediates disputes; renders aid to the sick, injured, and those desiring assistance; and performs related work, as required.

1.109.2 DISTINGUISHING

FEATURES OF THE CLASS

1. Incumbents in this class enforce the laws through detection and apprehension of law violators. Discretionary powers include whether to warn, issue citations to or arrest violators. Incumbents must have basic police skills, knowledge and ability to enable them to properly handle life threatening situations such as injuries, violent confrontations, or public safety hazards. Incumbents investigate crimes varying from misdemeanors to felonies. Incumbents investigate traffic accidents varying from minor property damage to fatalities. Incumbents respond to calls for services of varying nature from citizens. Work is performed under the supervision of a

Sergeant and reviewed by inspection, oral and written reports, quantitative and qualitative evaluations.

2. Incumbents must possess working

level police skills, knowledge and abilities. The ability to expertly handle many delicate and critical situations can only be gained through time in police service and exposure to these situations. Experienced incumbents handle situations with less assistance and supervision from the Chief or Sergeant and with greater expertise than Probationary Officers.

1.109.3 LEVEL OF SUPERVISION

AND SCOPE OF RESPONSIBILITY

1. A Police Officer is assigned to provide police service under the supervision of the Chief or Sergeant. Work is reviewed by the Chief of Police or Sergeant for purposes of quality control. A Police Officer exercises considerable autonomy in managing the area and calls, and is subject to less supervisory control than Probationary Officers.

1.109.4 EXAMPLES OF WORK

(ILLUSTRATIVE ONLY) 1. Traffic Enforcement: Provides

information and assistance to motorists or pedestrians; issues warnings and citations for non-moving and moving violations; manages an assigned area in order to prevent

traffic violations and accidents; apprehends DUIs and conducts appropriate tests; and places individuals under arrest and completes necessary paperwork. Analyzes, evaluates and solves traffic problems.

2. Calls for Services: Responds to in-

progress and general calls for service; mediates civil disputes such as landlord-tenant and family; secures crime scenes for the protection of evidence; handles criminal investigations; responds to burglar alarms, armed robberies, assaults, and other crimes in progress; responds to disturbances of the peace and fights; renders aid to the sick and injured; eliminates public hazards and preserves the public peace.

3. Directed Patrol: Police Officers must

manage their time in order to address criminal and other police-related problems. They must also identify and prioritize these problems, consider all alternatives, consider resources needed, implement the chosen plan, monitor progress, modify if necessary and evaluate effectiveness of the plan.

1.109.5 MINIMUM

QUALIFICATIONS (KNOWLEDGE & ABILITIES)

1. Working knowledge of Department policies, procedures and practices; investigative and patrol procedures a d techniques; first aid; arrest procedures; and traffic control measures.

2. Ability to write clear and concise

reports; deal with people in sensitive

and controversial situations; testify in court; and handle potentially dangerous and hazardous situations.
