U.S. Marine Corps HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS) in Quantico, Virginia

Summary You will serve as a HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS) in the Human Resources Office of HQ US MARINE CORPS. As the Human Resources Specialist (Employee Benefits), you will manage the Federal Employee's Compensation ACT (FECA) program. Perform administrative, evaluative and technical work concerned with development, establishment, and maintenance of various programs (i.e. FECA, FMLA, VLTP). Responsibilities You will formulate local procedures for the Federal Employees' Compensation Act (FECA)/Workers' Compensation Management Program (OWCP). You will advise managers on reasons to challenge Federal Employees' Compensation Act (FECA) claims. You will answer questions or requests for information from telephone calls and emails regarding benefits available. Conduct seminars to explain federal leave and compensation programs. You will monitor human resources program to assure compliance with regulations. You will determine the impact of new regulations on an organization's Workers' Compensation Management Program (OWCP). Requirements Conditions of Employment Qualifications GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Advising on regulations/guidelines, and procedures of the Federal Employee Compensation Act (FECA); working FECA cases: counsels on such matters as obtaining physical and or mental health treatments, entitlements, situation of potential FECA abuse and controversion of such cases. GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assisting employees and managers with appropriate documentation, completion of FECA forms; maintaining all FECA records; assist in the administrative duties with the FECA program. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related GS-09: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related A transcript must be submitted with your application if qualifying using education.
