This is a Non-Represented Position.

This position is eligible for teleworking which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Summary

This position is accountable for overseeing the safety of 2000+ M of E employees through new and existing departmental, company, and federally-mandated safety initiatives. This position will also oversee and coordinate the Gang Foremen training program, Corporate Assistance Program (CAP), and liaison between the Corporate Safety Department and all other LIRR departments to ensure a safe workplace. This position will be responsible for managing the development and implementation of more stringent standards for MofE and ensuring compliance with all department, corporate, and federally mandated safety regulations.

Responsibilities:

Responsibilities may include but are not limited to:

  • Direct subordinates and department supervisors to reduce accidents through situational awareness, safety walks, accident analysis, and development of remedial measures and implementation of a path forward based on lessons learned from accident investigations. Provide CMO with safety-related guidance and action plans.

  • Plan, Lead, Direct, and Oversee all departmental safety-related initiatives including but not limited to the Safety Goal Implementation Plan (SGIP) and resolution of issues and concerns from Federal Railroad Administration (FRA) and American Public Transportation Association (APTA) Audits.

  • Oversee all current and plan future M of E related safety, new craft employee, skills, and federally mandated training programs and initiatives to ensure programs remain current with new regulations and new rolling stock including but not limited to Code of Federal Regulations (CFR) 243, Rail Resource Management (RRM), etc.

  • Direct on-the-job training (OJT) to ensure new craft employees have an opportunity to practice and be tested on skills learned in the classroom.

  • Oversee the development of training budgets.

  • Direct subordinates and department supervisors to ensure all monthly M of E Safety Meetings and job briefings are conducted.

  • Oversee the development of safety and accident statistical reports and action plans issued at monthly meetings.

  • Oversee departmental petty cash reimbursement.

  • Oversee collection of corporate assets from employees separating from service.

  • Direct departmental utilization of contracts for company issued outerwear to ensure compliance with collective bargaining agreements.

  • Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling.

  • Responsible for discipline/termination of employees when necessary.

  • Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions.

  • Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

  • Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.

  • Perform other assignments as requested by Senior Management.

    Qualifications

  • Bachelor’s Degree in Administration, Organizational Behavior/Management, Engineering, Technology, or related discipline; Demonstrated, directly related, equivalent experience and education may be considered in place of the degree, subject to approval.

  • Must possess progressive responsible related experience (at least 10 years) and knowledge in operational work practices including work with safety, training, and budget-related issues or demonstrate equivalent.

  • Must be familiar with LIRR safety and security policies, employee recognition programs, Customer Assistance Program (CAP), safety training programs, Internal Control policy, procurement process, applicable collective bargaining agreements, and/or knowledge of railroad operating requirements.

  • Must possess strong technical, oral, and written communication, presentation, multi-tasking, and prioritizing skills.

  • Must possess superior analytical, problem-solving, judgment and decision-making, organizational, interpersonal, management, and leadership skills.

  • Must possess demonstrated strong inter/intradepartmental coordination skills.

  • Must possess the ability to lead and influence change and possess a considerable level of maturity to successfully guide to develop a safety culture within the M of E department.

  • Must be proficient with PC and software applications used by the LIRR.

  • Must possess political sensitivity and other management skills to interact with top-level management in other departments and to direct the activities of managers, supervisory, technical, shop-oriented, and administrative personnel.

  • Master’s degree in a related field.

    In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than ten sick days without medical documentation in two of the last three years is considered unsatisfactory attendance. Not all qualified applicants are guaranteed an interview due to the competitive selection process. A medical examination and safety-sensitive drug/alcohol test may also be required.
