COUNTY OF BERKS Deputy Administrator (Children & Youth Services Department) in READING, Pennsylvania

POSITION SUMMARY:

The Deputy Administrator assists with the daily operations of Children and Youth Services.  This position will assist with the administration and management of the County's mandated Child Welfare Agency.  The Deputy Administrator assists the Administrator by providing administration, supervisory, planning, and managerial support and assistance within the department and acts on behalf of the Administrator in his/her absence. Deputy Administrator will oversee discipline for all employees.  This position will oversee and direct all requirements of Every Student Succeeds Act (ESSA).  

POSITION RESPONSIBILITIES:

Essential Functions

The duties and responsibilities of this position include, but are not necessarily limited to:

  • Assists in conducting departmental investigations, gathering evidence, and conducting interviews for all potential disciplinary actions in a timely manner. 
  • Issues discipline when warranted.
  • Oversees the Program Managers, provides supervision to them, and writes their performance evaluations. 
  • Serves as in office liaison and coordinator for all educational related issues for children involved with Children and Youth, including all students who qualify under Every Student Succeeds Act (ESSA) and/or The McKinney-Vento Homeless Act.
  • Authorizes, negotiates, facilitates, and monitors all education transportation arrangements including financial arrangements and billing procedures. Ensures interim and ongoing transportation to school of origin until Best Interest Determination (BID) is made and ongoing transport made with school district.
  • Assures best interest determination is reviewed and documented as well as assures other mandates are met as per education mandates.
  • Serves as point of contact (POC) to provide coordination between agency caseworkers', school districts, and alternative education placements to ensure smooth transitions at time of entry into out of home care and discharge.
  • Attends Individualized Educational Plan (IEP)/504/school meetings as appropriate.
  • Reviews IEP of children in county custody for determination of need.
  • Attends Court hearings as needed.
  • Ensure compliance with Act No. 1 of 2022 (Public School Code of 1949 -- Assisting Students Experiencing Education Instability).
  • Assists with complaints as they are received from the community and/or Southeast Regional Office (SERO) and responds as warranted. 
  • Participates in the regulatorily required hours of training per year. 
  • Assists with the annual Needs Based Plan and Budget. 
  • Attends Pennsylvania Children and Youth Administrator's Association (PCYA) conferences. 
  • Other duties as assigned.

MINIMUM EDUCATION AND EXPERIENCE:

  • Master's degree in Social Work, Social Welfare, Public Administration, or closely related field.
  • Seven years of progressively responsible experience in the field of social services or child welfare, with administrative or supervisory experience in a children and youth social services program agency.
  • Any equivalent combination of education and experience which provides the required knowledge, skills, and abilities.
  • Valid Pennsylvania driver's license.
  • FBI, State police and ChildLine clearances

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:

  • Have an excellent understanding of the PA Juvenile Act, the Child Protective Services Law, and Department of Human Services (DHS) Regulations, McKinney-Vento and ESSA.
  • Skilled in diplomacy, courtesy, and interpersonal relations, particularly with understanding school districts and the Agency relations.
  • Extensive knowledge of community resources.
  • Have excellent problem-solving skills.
  • Ability to complete clear, concise written and verbal communication as related to record keeping, court testimony, service planning, dealing with community professionals, etc.
  • Strong writing skills are necessary.
  • Compu er literacy, including familiarity with spreadsheets, as needed to maintain required documentation.
  • Organization and time management skills to meet competing demands for client contacts, record keeping and related duties.
  • The ability to maintain confidentiality of all Agency information.
  • The ability to gather and analyze information in such a way that consequent judgments maximize the safety of children and minimize unwarranted intrusion into family privacy.
  • Thorough knowledge of child development and family dynamics.
  • Flexibility and energy to meet the unpredictable and emergency nature of caseload demands.
  • Attitude of cooperation to enhance team functioning within the unit and to contribute to overall Agency goals.
  • Physical presence in the office is required.
  • Ability to handle stress.

PHYSICAL DEMANDS:

Work involves standing, walking, sitting, lifting, carrying, talking, hearing, using hands to handle, feel objects, tools, or controls, and reaching with hands and arms.  Vision abilities required by this job include close vision and the ability to adjust focus.  The employee must occasionally lift and/or move up to 15 pounds fifteen feet or less.
