POSITION LOCATED IN SHASTA COUNTY Open Until Filled

Smart Workforce Center Salary: $66,560 - $97,120 Full Time Exempt Position

SMART Workforce Center, a private, non-profit, public benefit corporation in Shasta, Trinity, Siskiyou, and Del Norte Counties, seeks a full-time Program Supervisor to join our team. The Program Supervisor oversees the productivity and progress of staff performing program eligibility, case management, job orders, hiring fairs, and business services to achieve goals established in Shasta County's annual budgets. Candidates must have a passion for community building and the ability to lead and motivate staff.

Position Requirements:

  • Recruit, hire, train, and motivate departmental staff in all areas related to Career Advisor and Community Workforce Specialist responsibility
  • Plan, coordinate, direct, and review support staff workflow, time off requests, and bi-weekly timesheets
  • Prepare and administer Career Advisor and support staff performance evaluations
  • Support employees to resolve concerns and proactively address performance issues
  • Oversee staff cultivation of community business relationships and development of Smart Center marketing programs and services
  • Aid staff in matching the needs of the business community with qualified job seekers
  • Oversee and aid staff in assisting job seekers to find self-sufficient employment
  • Review and approve the eligibility of program participants for job training and education opportunities
  • Display excellent leadership and communication skills
  • Bachelors degree in human resources, psychology, business administration, social services or closely related field.
  • Ability to attain workforce development and staffing industry certification within 9 months of hire is required a condition of employment.

Preferred background or knowledge in:

  • Hiring practices, employment and labor laws, marketing and sales, labor market information, contract writing, effective job search techniques. Software programs including Microsoft Word, Access, Outlook and Excel
  • Drivers License Required: Yes, Class: C. The Smart Center participates in the California DMV Employer Pull Notice Program. Applicants are required to provide DMV printout with application. Drivers license is required.

Salary Range: $66,560-$97,120 Depending on Experience. Travel is required on a frequent basis within the far Northern California region. The Smart Center offers three weeks of paid vacation each year, a company paid retirement program, and a paid week off between Christmas and New Years. Definition

Under the supervision of the Program Manager, the Program Supervisor supervises the productivity and progress of direct reports performing eligibility, assessment, Rapid Response, case management, MIS tracking, job orders, hiring fairs and business services to achieve goals established in the annual budget plan. Ensures department compliance with laws, regulations, directives, policies and contracts.

Duties and Responsibilities

Primary duties of the position include recruiting and recomme ding for hire the best-qualified candidates for department positions; orienting and training employees by providing the information, technology and reference materials necessary to perform department jobs; assigning duties to employees, explaining the level of performance that will meet job expectations and communicating how the successful performance of those duties will be measured; scheduling work flow, pre-approving time-off requests and authorizing twice-monthly employee time sheets for payment; helping employees resolve concerns and proactively addressing performance problems; chairing regular staff meetings so employees have an opportunity to receive information and ask questions; motivating employees, individually and as a group, and establishing an effective team; representing the company to customers and the community; attending meetings outside the office as assigned and reporting back on these activities; communicating effectively, being consistent with all employees and maintaining effective working relations with coworkers, supervisors and managers. Performs eligibility, assessment, Rapid Response, case management, MIS tracking, business services and other support functions as needed.

Knowledge, Skills and Abilities

Knowledge of: supervision and training; planning and monitoring; principles of organization and personnel management; basic statistical methods; general research elements; negotiation techniques; governmental program requirements; and principles and practices of management information systems.

Ability to: exercise good judgment; work independently with great attention to detail; meet deadlines; evaluate information, develop options and recommend solutions; write and present reports; interact professionally with employees, supervisors and managers; maintain confidentiality; train, motivate, direct and evaluate the work of supervised staff.

Travel may be required in this position. If the incumbent drives a personal vehicle while performing required duties, automobile insurance with approved levels of bodily injury and property damage must be maintained. The assigned supervisor or human resource administrator will advise the incumbent of the required levels based on driving frequency. The Smart Business Resource Center participates in the California DMV Employer Pull Notice (EPN) program. Employee participation in the EPN program is required.

Qualifications

A Bachelors degree is required plus at least five years of related work experience. Ability to attain workforce development and staffing industry certification within 9 months of hire is required a condition of employment.

Physical Demands

In order to successfully perform the various duties of this job, the employee is regularly required to sit and use their hands to finger, handle or feel objects, tools, or controls; to talk and hear. The employee frequently is required to reach with hands and arms. The employee is occasionally required to stand, walk, and stoop. The employee must occasionally lift and/or move up to 25 pounds. Visual ability of the job to include close vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
