About the Position: This position is a Supervisory Human Resources Specialist with AMCOM, Deputy Chief of Staff G-1, and serves as an Assistant Deputy Chief of Staff in the absence of the Deputy Chief of Staff. The pay band for this position NH-4(equivalent to GS-14 and GS-15). This position has a salary control point of GS-14, step 10. Responsibilities Serves as the Assistant Deputy Chief of Staff, G1, U.S. Army Aviation and Missile Command (AMCOM), with full scope of authority in the absence of the Deputy Chief of Staff, G1. Provides guidance and technical direction on day-to-day operations to three division chiefs, comprising a total of approximately 32 civilian employees in grades GS-7 through GS-15 and equivalent. Plans, develops, directs, and administers a comprehensive civilian personnel management program. Supervises division chiefs with responsibilities in command-wide civilian and military personnel policy and recruitment, workforce development, strategic human capital planning, personnel management operations, analysis and civilian training. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. SPECIALIZED EXPERIENCE: One year of specialized experience which includes 1) developing and implementing civilian and military personnel management policies; 2) reviewing studies and reports to develop command-wide civilian personnel plans and programs; 3) advising senior leadership and major subordinate activities on the methods and assigned programs as it relates to strategic HR business partnerships with civilian human resources management programs; and 4) evaluating organizations civilian human resources program for compliance and efficiency. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
