Classification Description Summary
Under administrative direction, directs, manages, supervises, and coordinates the activities and operations of the Employee Services Division with the Human Resources Department including wage administration, position classification, and recruitment and selection for appointed and Civil Service positions; coordinates assigned activities with other divisions, departments, and outside agencies; and provides highly responsible and complex administrative support to the Director of Human Resources.
Essential Functions
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Assume management responsibility for assigned services and activities of the Employee Services Division including wage administration, position classification, and recruitment and selection for appointed and Civil Service positions.
Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.
Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.
Plan, direct, coordinate, and review the work plan for assigned staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.
Select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
Oversee and participate in the development and administration of the Division's annual budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments.
Assist and support Labor Relations activities as needed, including negotiation; participate in the development of management decisions affecting collective bargaining.
Supervise the retention of centralized personnel and master employment records; respond to subpoenas for official personnel records; serve as the City's agent for release of records.
Conduct job audits including to evaluate classification factors; develop and interpret class specifications and qualification standards; analyze organizational impacts of appointed classifications; recommend the adoption of new classifications to the Director of Human Resources; prepare staff reports and recommend approval of minimum qualifications to the Civil Service Commission.
Conduct recruitment and selection for positions not subject to Civil Service regulations and those covered by the Civil Service agreement with Human Resources; prepare job announcements and place advertisements; develop sources of qualified applicants; evaluate individual applicant qualifications and administer job related tests.
Serve as the liaison for Employee Services Division with other divisions, departments, and outside agencies; negotiate and resolve sensitive and controversial issues.
Serve as staff on a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence.
Provide responsible staff assistance to Director of Human Resources; conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to Employee Services programs, policies, and procedures as appropriate.
Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of human resources administration; incorporate new developments as appropriate.
Respond to and resolve difficult and sensitive citizen inquiries and complaints.
Perform related duties as required.
Minimum Qualifications

Knowledge of:
Operational characteristics, services, and activities of an employee services or personnel administration program.
Principles and practices of program development and administration.
Principles and practices of personnel administration including classification, compensation, benefit administration, recruitment and selection, and collective bargaining/labor relations.
Statistical methods and techniques of wage and salary analysis.
Methods and techniques of classification analysis and job evaluation.
Methods and techniques of payroll administration including federal and state reporting requirements.
Principles of business letter writing and basic report preparation.
Principles and procedures of personnel record keeping and laws governing release of records.
Principles and practices of municipal budget preparation and administration.
Principles of supervision, training, and performance evaluation.
Pertinent federal, state, and local laws, codes, and regulations.
Ability to:

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education/Training:
A Bachelor's degree from an accredited college or university with major course work in personnel administration, business administration, public administration, or related field.
Experience:
Five years of increasingly responsible human resources administration experience including two years of administrative and supervisory responsibility.
License or Certificate:
Possession of an appropriate, valid driver's license.
