Oracle Business Proposal Manager in Reston, Virginia

Job Description

SECURITY CLEARANCE

  • Must possess and maintain a TS//SCI w/ poly.

The individual will Manage GDI’s proposal team, inclusive of personnel management, integration with business development, sales, and capture personnel, help in evolving our end-to-end proposal process and tools. Scope of responses includes RFx (RFI, RFQs, DRFP, RFP) for IDIQs, Standalones, and TOs.

Responsibilities

EXPERIENCE

Required

  • 10+ years of experience and consistent record of success in leading proposal teams supporting a multi-hundred million dollar annual revenue enterprise of varying proposal complexity.

  • 10+ years of relevant experience working within U.S. Federal or equivalent domains

  • 10+ years leading senior personnel and teams. Consistent track record in mentoring and teaching proposal skills and applying standard methodologies.

  • Working knowledge of Federal business acquisition process and the Federal Acquisition Regulation (FAR) as it relates to industry standard proposal development processes (e.g., Shipley).

  • Active Top Secret/SCI security clearance. Must be able to maintain a security clearance.

Desired

  • Demonstrated success supporting strategic, complex captures for government technology proposals ranging in size (up to multi-billion dollar values), scope (emerging concepts and technologies), and vehicles/types (e.g., schedules, OTAs, managed services, FEDSIM, self-scoring).

  • Proven ability to apply organizational design/development/change management methods to transform the organization and upskill the team

EDUCATION AND CERTIFICATIONS

Required

  • Bachelor’s degree or equivalent experience.

Desired

  • Related advanced degrees and/or relevant professional certifications

US: Hiring Range: from $46.83 to $95.91 per hour; from $97,400 to $199,500 per annum. May be eligible for equity.

Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle’s differing products, industries and lines of business.

Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
