Amentum Facility Manager IV - BOF\LAB in Richland, Washington

The Balance of Facilities/Analytical Laboratory (BOF/Lab) Facility Manager is responsible for ensuring facility operability and condition, including the coordination, integration, and scheduling of maintenance, modifications, inspections and other facility activities. Will serve as the line manager responsible for the overall safety and condition of the facility. Ensures work executed by WTP staff and subcontract personnel is in accordance with applicable project procedures, policies, safety basis documents, permits, laws, regulations, contractual requirements, and technical requirements. The Facility Manager is fully responsible for managing operations activities associated with plant equipment and systems within their organizational entity. The Facility Manager is fully responsible for coordinating operations activities within the assigned areas. This individual performs complex assignments within approved schedules and budgets. This position is expected to utilize independent decision-making regarding resolution of problems. This position may coordinate technical and administrative activities with employees in other disciplines and other departments participating on an assigned project. Ensures work executed by Operations staff is in accordance with Plant Operations and other applicable project procedures in accordance with policies and all applicable laws, regulations, Contract, Authorization Basis, and technical requirements. The Balance of Facilities and Analytical Laboratory Facility Manager is responsible for the personnel and equipment associated with the Balance of Facilities and Analytical Laboratory.

This position may require working rotating shifts, back shifts, weekends, and/or holidays.

This position shall be performed under the day-to-day direction, control, and supervision of WTCC

MAJOR RESPONSIBILITIES/DUTIES/TASKS

  • Perform all work safely and with the utmost concern for the safety of self and other employees.

  • Perform all work in compliance with environmental permits and regulations.

  • Demonstrate an understanding of system design and operation, including environmental, safety, and health aspects and regulatory conformance through completion of assigned operations management qualification

  • Complete required training and maintain qualifications associated with assignments

  • Support operations, maintenance, and commissioning of the Waste Treatment Plant (WTP) Facilities

  • Remain apprised of operational status and ongoing modification activities

  • Support development facility related procedures and work instructions

  • Support development of facility related training materials and support training implementation

  • Direct field activities and utilization of project resources (personnel & materials)

  • Supervise assigned personnel in the completion of complex work

  • Review Project design and other documents for, maintenance and testing impacts, repair methods and provide comments within area of expertise

  • Identify deficiencies and initiate corrective actions

  • Ensures timely and accurate oral and written technical reports on assigned activities

  • Review Work Authorization and Work Release for all maintenance, operations, construction, testing, and surveillances which affect the facility or its equipment

  • Ensuring the standards set by the conduct of operations procedures are upheld in the planning and performance of all facility activities

  • Conduct concise, informative briefings which establish goals and priorities

  • Communicate with other support organizations to ensure operating activities are started and completed as scheduled

  • Make timely, informative notifications when required by facility events and procedure

  • Ensure facility compliance with DOE orders and requirements through implementation of WTP programs and procedures.

  • Coordinate communications with support organizations to effectively support the facilities mission.

  • Provide support to the Project’s overall budget and ensuring the facility adherence to budgetary constraints.

  • Perform observations and assessments to ensure activities are safely and correctly conducted.

  • Perform investigations following abnormal events to identify and correct the cause of the event.

  • Keep senior management informed of the operational status of facilities assigned to Facilities Management.

  • Communicate directly with DOE to convey facility status and resolve issues in a timely manner.

  • Interface with senior management, regulators, stakeholders, and the DOE regarding plant operations planning and execution.

  • Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work.

  • Identify housekeeping and facility material condition deficiencies to the appropriate organization(s) for corrective action

  • Support development of facility related training materials and support training implementation

  • Direct field activities and utilization of project resources (personnel & materials)

  • Supervise assigned personnel in the completion of complex work

  • Review Project design and other documents for, maintenance and testing impacts, repair methods and provide comments within area of expertise

  • Identify deficiencies and initiate corrective actions

  • Ensures timely and accurate oral and written technical reports on assigned activities

  • Review Work Authorization and Work Release for all maintenance, operations, construction, testing, and surveillances which affect the facility or its equipment

  • Ensure all operating activities are performed safely and within the limits of applicable permits and licenses, the documented safety analysis, and applicable technical safety requirements to include releases of radioactive, hazardous, or mixed wastes

  • Ensuring the standards set by the conduct of operations procedures are upheld in the planning and performance of all facility activities

  • Conduct concise, informative briefings which establish goals and priorities

  • Communicate with other support organizations to ensure operating activities are started and completed as scheduled

  • Make timely, informative notifications when required by facility events and procedures

  • Take emergency action as necessary to prevent or mitigate the consequences of an abnormal event and placing the facility in a safe, stable condition following the event

  • Provide clear, concise instructions to Supervisors/Commissioning Technicians or support personnel and require them to “repeat back” their understanding of the instructions

  • Perform activities and meet the goals and objectives established by the facility management organization

  • Maintain a broad perspective of operational conditions affecting the safety of the facility as a matter of highest priority

  • Ensure potentially distractive written material and devices are not being used by personnel on duty

  • Take any action, including shutting down the facility operation, necessary to protect the facility, personnel, the public, and environment under emergency conditions

  • Review all process rate changes

  • Ensure the correct implementation of the requirements of the conduct of operations procedures in performance of facility activities

  • Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work in order to protect self, others, and the environment

  • Identify housekeeping and facility material condition deficiencies to the appropriate organization(s) for corrective action

SUPERVISORY RESPONSIBILITIES

  • Maintains established performance standards and adherence to those standards.

  • Maintains established standards for professional conduct, good watch standing practices, equipment monitoring and management responsibilities which are fundamental to operating the facility which meets DOE expectations.

  • Maintain awareness of the facility status and ensuring that facility equipment, including equipment operated by others in support facility operations, is operated in accordance with written and approved procedures

  • Ensures care, custody, and control (work authorization) of systems, facilities, and areas are maintained.

  • Identifies resource needs to support priorities and goals.

  • Suspend any and all activities considered to be unsafe or in violation of approved procedures at the facility.

  • Perform delegated functions as directed by the Nuclear Facility Manager.

  • May supervise assigned personnel, and includes assigning complex work, setting work priorities, and evaluating and training them.

  • Maintain awareness of the facility status and ensuring that facility equipment, including equipment operated by others in support facility operations, is operated in accordance with written and approved procedures

  • Responsible for the performance of personnel assigned to their shift

  • Perform initial investigation of abnormal events, including the quarantine of equipment and systems as necessary

  • Perform periodic tours of the facility to observe activities and ensure they are being performed safely and in accordance with approved procedures

  • May act as Facility Emergency Coordinator during cold and hot commissioning for events which require implementation of emergency plan procedures and ensure a constant communications channel is maintained with the emergency operations center

  • Ensure Commissioning Technicians and Operations Staff are trained and qualified for their jobs and are physically fit to perform the work

  • Maintain overall authority and responsibility for the direction and control of activities within the facility including those conducted by supporting groups and on-job-the-training (OJT) activities.

Education: Possesses a four-year Bachelor of Science degree in Engineering or a related science.

Appropriate training and experience commensurate with the responsibilities of the position may be considered in lieu of a degree:

10 years of related experience to the position and 20 semester credit hours in technical subjects related to the position OR Completion of 80 semester credit hours in technical subjects related to the position OR Successful completion of Engineer In Training (EIT) examination or Fundamentals of Engineering (FE) accredited through National Council of Examiners for Engineering and Surveying (NCEES) OR Professional engineer’s license

Experience Requirements:

Has a total of at least 15 years’ experience and a minimum of 10 years of related management and supervisory experience, at least 5 years of which are at the facility where the appointment is made or a facility with similar chemical / nuclear hazards. 4 Years of nuclear facility experience required. Nuclear experience, when used in reference to nonreactor nuclear facilities, is experience acquired at any facility in which radioactive materials are routinely handled, stored, processed, or utilized. A Bachelor of Science (BS) may be substituted for up to 3 years of nuclear experience. Has successfully completed the qualification program for the facility where the appointment is made or have plant/facility operational knowledge consistent with the requirements of the facility manager's job.

PHYSICAL REQUIREMENTS

(EFNM) Exposed Field Non-Manual

Performs desk work, including writing, computer workstation processes, and telephone operation. Arranges for and/or performs presentations, oral reports, planning meetings, and other formal and informal contacts, requiring long periods of sitting. Oversees field activities through inspections, testing and equipment operations, which requires walking, standing, bending, and turning along with wearing of personal protective equipment. Occasional loading, transport, and unloading of tools and/or supplies specific to an activity.

This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m.

Must be able to work in the United States without Sponsorship

Must be able to obtain a Department of Energy (DOE) badge for access to the Hanford site .

COMPENSATION & BENEFITS

HIRING SALARY RANGE: $166,824.40 - $275,251.27 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
