Scope of Job

To direct, administer and coordinate the strategic business operations of the UTRGV Health Ambulatory Surgery Center ( ASC ) and to provide leadership directing the overall operations, finance, marketing, and administration of the center. Responsibilities include all aspects of the ASC patient experience, patient care, clinical operations, education, customer service, finance, staffing, quality outcome management, safety, and regulatory compliance. To serve as the chief advisor to the UTRGV Health ASC administration on all ambulatory operating matters.

Description of Duties

  • Develops, launches, and directs all operational components of the assigned UTRGV Health center and its operations.

  • Establishes strategic plans and guides their implementation.

  • Partners with senior leadership to understand complex operational issues and develop and implement appropriate solutions.

  • Develops and maintains collegial and collaborative partnerships with key stakeholders across the center and institution to positively impact the center operations and patient care outcomes.

  • Represents the institution to major external authorities and constituents.

  • Oversees the ongoing collaboration with relevant stakeholders for new and expanding operations of all ambulatory operations and establishes best practices and implements continuous improvement processes for the center.

  • Leads all functional activities in cooperation with the Division Head, Department Chairs, and other specialty and ancillary services.

  • Responsible for patient care and business operations in accordance with institutional, state, and federal standards. In conformance with CMS / JCAHO requirements, establishes and revises operational policies and procedures and provides audit criteria for evaluation of services.

  • Ensures operational compliance with all regulatory agencies as they pertain to patient care operations.

  • Responsible for ensuring continuous quality improvement as it relates to operations.

  • Ensures that operational practices are improved through the development, implementation, and evaluation of continuous quality improvement initiatives.

  • Identifies opportunities to utilize data about performance measures and patient outcomes in conjunction with the CMD and the leadership team on target areas for priority attention.

  • Ensures staffing resources are adequate to support the provision of safe patient care while maintaining fiscal accountability.

  • Responsible for developing long-range operational plans and related financial plans for clinical services, performing appropriate analyses, and recommending adjustments where appropriate.

  • Supports patient care charge capture, business, and compliance practices of all assigned UTRGV Health operations. Ensures that operations team supports all professional and technical charge capture processes. Provides input and implements methods of improvement to the charge capture process as appropriate. Guides operational changes needed to reach financial goals.

  • Oversees information systems, purchased services, and materials management contracting for ambulatory operations at UTRGV Health ASC in coordination with IT.

  • May coordinate referral management strategies with the office of Physician Relations and University Marketing and Communications to develop and implement programs to attract new and ongoing direct referrals to the assigned UTRGV Health Center.

  • Performs personnel administrative functions (e.g. hiring, training, supervising, evaluating, providing professional development opportunities, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and ensuring department/program outcomes are achieved.

  • Develops and directs in coordination with clinical leadership applicable education and training components to support current and future human resource needs of regional operations.

  • Directs move-in and start-up of all elements of the assigned UTRGV Health Center operations. Initiates and completes special projects and studies within designated timelines.

  • Performs other duties as assigned.

Required Education

Bachelor’s degree in Nursing from an accredited university.

Required Experience

Five (5) years of progressively responsible experience in healthcare administration / finance or related field, including planning, directing and implementing business strategy and business operations. Demonstrated ability in the successful execution of executive competencies related to strategic planning, leadership, innovation, organization and communication is essential.

Use of standard office equipment.

Working Conditions

Needs to be able to successfully perform all required duties. Office/Clinic Environment; some travel and weekend work is required. Exerting up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects. UTRGV is a distributed institution, which requires presence at multiple locations throughout the Rio Grande Valley.
