Description

Responsible for assisting immediate supervisor in providing leadership and management of the respective unit/program, including the organization and supervision of services, staff and facilities. The Assistant Program Manager is also expected to serve as the person in charge of the unit/program during his/her immediate supervisor’s absence.

This position requires Advanced Counselor CASAC or other QHP as defined by OASAS Operating Regulations required.

Schedule: Mix of days/evenings/weekends Mon-Fri OR Tues-Sat

Quality Services

  • Assists manager to ensure adherence to state certification regulations, funding requirements and other applicable regulations, policies, and procedures.

  • Assists manager to supervise recordkeeping within unit and ensures that documentation meets regulatory and funding requirements.

  • Assists manager to facilitate case reviews and provide oversight stability, quality and objectivity in the quality of services for the client.

  • Manages the therapeutic community and facility/facilities during scheduled shifts when the immediate supervisor is off duty, taking PTO or on extended leave.

  • Performs specific managerial duties delegated by the immediate supervisor on a temporary or ongoing basis in order to assist with effective and efficient functioning of the unit.

Measurables

  • Successful recertification/audit/review of program by regulatory/funding agency

  • Chart audit results meet standards set by program/regulatory/funding agency.

  • When functioning as Program Manager, 24/7 scheduling appropriate for unit is maintained

  • When functioning in the capacity of the immediate supervisor, the number of critical incidents are within acceptable limits

  • Immediate supervisor is satisfied that delegated duties and unit operation is consistently maintained in their absence

Program Resources Put to Best Use

  • Assists clients with funding and financial matters and insures that Client Financial Contracts are developed and maintained and serves as liaison between the unit and the Financial Case Manager.

  • Assists manager to ensure the physical environment is free from hazards that could result in injury to either staff or clients. Conducts inspections to ensure the efficient use of and safety of unit facilities, equipment and property. Ensures the need for maintenance, repairs and supplies is reported.

  • Assists manager to ensure flow of admissions and discharges are maximized so that bed days are utilized.

Measurables

  • Client financial contracts are up-to-date 100% of the time

  • Payment for client services has been maximized

  • Program’s equipment and supplies are maintained in an efficient and cost-effective manner

  • Unit meets occupancy goals

Effective Staff

Manages employee performance of assigned supervisees by establishing clear goals and expectations, tracking progress against the goals, ensuring timely feedback, and addressing performance problems and issues promptly.

Immediate Supervisor states that Assistant Program Manager is effective in:

  • Actively contributing to building a high-performing unit team

  • Orienting new supervisees

  • Communicating expectations for performance to supervisees

  • Holding supervisees accountable for performance

  • Completing annual Performance Appraisals on time that appropriately reflect each supervisee’s performance level

  • Implementing performance improvement plans with 100% of supervisees with performance deficiencies, and recommending termination of employment on a timely basis if supervisee is unable to improve

  • Recommending merit increases that are differentiated based on sustained performance

  • Staff satisfaction reflected through feedback to their immediate supervisor.

Services That Address Client/Guest Goals (specific functions may vary based upon specific requirements of assigned program(s))

  • Provides individual and group counseling; and training and support to clients in skills of independent and responsible living as appropriate for the respective program (e.g., money management, housekeeping, personal hygiene and grooming, menu planning, food purchasing and preparation, leisure-time activities, socialization, medications and following medical, psychiatric, and rehabilitation treatment plans).

  • Assists in the daily operation of the residence (e.g., light housekeeping, cooking, food and supply purchasing, etc.).

  • Coordinates services to clients with other community service providers and with families or significant others.

  • Provides individual and group based support and activities to promote recovery and respond to individual crises.

  • Models effective coping techniques and self-help strategies.

  • Provides information about the community and natural supports and how to use these in the recovery process.

  • Assists guests/clients in the development of individual support plans.

  • Provides supervision of medication to clients and adheres to East House medication policies and procedures.

Measurables

  • Individuals on caseload are making reasonable progress toward goals as evidenced by Program-specific measures

  • Satisfaction expressed to immediate Supervisor through feedback from colleagues

  • Consistently responds appropriately to needs of residents that occur during on-duty shifts

  • Consistently provides appropriate coaching and supervision for clients in their responsibilities for cleaning and meal preparation

  • Food / meals are appropriately maintained during on-duty shifts

  • Group home or apartments are consistently maintained as safe and sanitary environments

  • Medication documentation and supervision meets East House standards 100% of the time

  • No medication errors

Requirements

Minimum Education & Experience

  • Associates degree in human service related field and three years’ paid human service experience

  • orMaster’s or Bachelor’s degree in human service related field

  • orequivalent combination of education and experience.

Licensure/Certifications·

  • NYS motor vehicle license, safe driving record and availability of personal vehicle for work.

  • Advanced Counselor CASAC or other QHP as defined by OASAS Operating Regulations required.·

  • BasicComputer Literacy as evidenced by the ability to go online and conduct basic searches on the Internet, check his/her email account, create and send email with an attachment and use simple email features. Can open spreadsheets and word processing documents to read and make simple edits. ·

  • BasicMicrosoft Word skills as evidenced by the ability to produce basic business letters and simple tables and charts; as well as check spelling, set tabs, change page orientation, sort, save, open and organize electronic files.

Physical Demands

  • Job frequently requires sitting, handling objects and paperwork, work with a computer and communicating with others both verbally and in written format.

  • Job involves occasional lifting of up to 30 lbs., walking, standing and reaching.

  • Finger dexterity to a level that allows the ability to operate a telephone and computer keyboard.

  • Hearing needed to a level that enables one to hear normal conversation.

  • Visual requirements to the level of being able to read documents and a computer screen.

  • Ability to read and interpret policies, procedures and various other information.

  • Ability to maintain emotional control under stressful situations.

Working Conditions

  • Traditional office or household environment.

  • Occasionally subjected to pressure due to time demands.

  • Occasional travel to other East House facilities.

  • Must be able to respond to on-duty and/or off-duty crises as relevant to specific program(s)..

  • Ability to work some nights and weekends.

  • Position may require occasional local travel within Monroe and some surrounding counties and occasional transportation of clients

  • Variations in daily assignments, frequency of interruptions, volume of work, performing/presenting in front of others. Must get information from and deal with many personality types including staff, referring agents, clients and outside individuals.
