HCR Home Care Director of Human Resources in Rochester, New York

Role and Responsibilities

The Director of Human Resources is responsible for the human resources processes that affect business performance. This includes executing human resources strateg ies t o address the organization's changing business requirements across the agency including compensation, benefits, staffing, talent acquisition, program and policy development, legal compliance , and employee relations management . The role also manages the Human Resources , Talent Acquisition, and Payroll function s .

Essential Functions

  • Conduct ongoing organizational needs assessment s and works with S enior L eadership to determine appropri ate interventions and solutions regarding employee relations, compensation and benefits programs, talent acquisition and retention strategies, organizational design/development as well as training and development.

  • Effectively staff, develop and leverage subject matter experts in compensation, benefits, staffing, talent acquisition, employee relations, learning/organizational development , and payroll to ensure the highest leve l of competence to the business.

  • Ensure effective execution of compensation, benefits talent acquisition, payroll and learning/organizational development on behalf of the agency , and ensure a positive customer experience; understand all services requested /delivered, monitor perform ance and course correcting as necessary.

  • Act as a leader for change manage ment initiatives.

  • Conduct the succession planning/busin ess continuity planning process.

  • Help define and deliver talent management tools and processes.

  • Understand the talent needs of the agency ; ide ntif y talent issues in partnership with S enior L eadership. Help research, d evelop and implement solutions to address them.

    Education Requirements

  • BS in Human Resources or other related discipline required.

  • Master’s degree in Human Resources or related discipline preferred.

    Qualifications and Requirements

  • Ten (10) years of progressive Human Resources G eneralist experience with five (5) + years of HR management experience Healthcare HR experience preferred.

  • HRIS experience preferred; implementation experience helpful.

  • Proven strategic development capability and tactical plan execution experience

  • The ability to work with all levels of employees and to leverage effective influence to drive necessary change

  • Knowledge of relevant federal, state and local employment laws and regulations , as well as compliance requirements

  • Ability to prioritize and multi-task in a flexible, fast paced and challenging environment

  • E ffective verbal, written, and interpersonal communication skills

  • Diplomatic problem solver with proven success in investigating, analyzing and re solving complex issues .

  • Strong organizational and analytical skills with keen attention to detail and quality .

  • Willingness to travel across New York State

    Work Environment

    The Director of Human Resources is primarily in an office setting and may be exposed to outdoor conditions.

    The working conditions are classified as sedentary work:

  • Sedentary work - Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time.
