Defense Finance and Accounting Service SUPERVISORY ACCOUNTANT in Rome, New York

Summary Who may apply: Current, permanent DFAS employees in the competitive service, eligible DoD PPP Military Spouse preference applicants and current DFAS VRA employees. This announcement will be used to fill positions with an entry grade of GS-12 with a target grade of GS-13. The minimum salary for grade GS-12 is $86,962, the maximum salary is $113,041. The minimum salary for grade GS-13 is $103,409, the maximum salary is $134,435. Responsibilities Assists the employee in developing performance standards and major performance objectives; works with the employee in the development of their individual development plan; appraises the performance of each team member. Reviews accomplishments of assigned personnel and team in terms of product/process quality, compliance with Generally Accepted Accounting Principles (GAAP) and timeliness. Develops the team/organizational unit work plan, prioritizes workload, and makes assignments considering difficulty and complexity of work and employees' capabilities and level of training and preparation. Ensures that all subordinates receive both timely quarterly and annual performance ratings. Provides advice, counsel, and instructions on both technical and administrative matters. Serves as an accounting expert and working supervisor in the Directorate. Adapts, revises, and evaluates DoD and department level accounting procedures, reports, and operation within a major financial management system Ensures the consistent and accurate interpretation and application of policy. Prepares, reviews, and analyzes records and reports to identify regulatory problems or inconsistencies affecting accounting procedures and practices. Meets with internal and external customers to develop corrective measures, explain policy or policy intent, reporting requirements, and new or proposed regulatory changes. Duties will be developmental in nature when the position is filled below the full performance level. Requirements Conditions of Employment Qualifications This position has a positive education requirement. To qualify for this position you must meet one of the basic requirements described below: (1) Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR (2) Candidates may also qualify through a combination of education and experience: at least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses, which may include up to 6 hours of business law, OR a certificate as a Certified Public Accountant or Certified Internal Auditor. In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-11 for a GS-12 position, and GS-12 for a GS-13 position) in the Federal service, which demonstrates the ability to perform the duties of the position. To be hired at the GS-12 entry grade level, applicants must minimally have: One (1) year of experience defined as: Providing professional accounting services that ensure the overall effectiveness and efficiency of the accounting operations in accordance with Generally Accepted Accounting Principles (GAAP); independently applying analytical and evaluative methods and techniques to evaluate and interpret accounting data, financial statements and reports, processes, accounting/financial systems, or effectiveness of internal controls; To be hired at the GS-13 entry grade level, applicants must minimally have: One (1) year of Specialized Experience: Providing expert-level professional accounting, finance and reporting services, management advice, and assistance to supported customers; Applying accounting theories, concepts, principles and standards to independently negotiate solutions to the most complex issues related to operational accounting and finance work in accordance with Generally Accepted Accounting Principles (GAAP). Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered at the GS-12 level, applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. To be considered at the GS-13 level, applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service. Education Education is not substitutable for specialized experience at this grade level. Additional Information Moving expenses will be paid. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.
