Responsibilities At the full-performance level of Electrical Engineer, GS-0850-12, the duties will be: Provide electrical expertise for design projects with diverse, complex or unconventional electrical and electronic systems (power, lighting, fire alarm, telecom, audio/video, security) and features of District Military and Civil Works facilities Reviews and analyzes project information, requirements, applicable DoD and USACE standards, criteria, regulations and applicable industry standards. Compiles and prepares technical, schedule and cost data for use by supervisor, Technical Managers, and other District specialists. Reviews and analyzes initial project information; participates in pre-design and review conferences for large, complex or unconventional, as well as conventional, Military, Civil Works and HTRW projects assigned. Performs technical review of the electrical engineering aspects of design packages developed by Architectural-Engineering (A-E) firms consisting of drawings, specifications and design analysis. Provides support to personnel in resolving conventional and highly complex electrical problems prior to, during and after construction for Military, Civil Works, Work for Others (WFO), and Hazardous and Toxic Radiological Waste (HTRW) projects. Specialized design experience should include power, lighting, fire alarm, communications and electronic security. Basic Requirement for Electrical Engineer (0850): Please refer to the General Schedule Qualification Standards Basic Requirements for Engineering Series for education requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Minimum Qualifications for the for the GS-11: Specialized Experience: One year of specialized experience which includes applying full professional electrical engineering knowledge engineering theory, principles, methods, and techniques related to electrical engineering design and construction. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering, engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, geology or other related field of study. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Minimum Qualifications for the for the GS-12: Specialized Experience: One year of specialized experience which includes the study, layout, and design of Military Construction (MILCON) projects and/or developing electrical drawings, plans and specifications, writing technical reports, preparing applicable portions of studies and analyses supporting project design documents, formulating and resolving design issues and/or developing electrical design solutions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted for the GS-12. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Permanent Change of Station (PCS) allowances MAY BE authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest. Incentives MAY BE paid if the selecting official determines it is in the best interests of the government. May be non-competitively promoted to the next grade level, upon meeting time-in-grade and qualifications, until at the full-performance level of GS-0850-12.
