Summary About the Position: Serves as Program Lead and subject matter expert for the Real Estate Program. Conducts continuing review, analysis, and evaluation of the effectiveness and accomplishments of the real estate program of the Command through review of reports, correspondence, studies, projects and audit information. Directs, coordinates, collects, inputs and interprets Mission Critical data for the District and Major Subordinate Command (MSC). Develops interim land-use plans for real estate. Responsibilities Manages land for public purposes outgranted to federal, state or local government agencies for development of public parks, recreation areas, and fish and wildlife. Develops technical documentation, cost analyses, and justification as required in order to obtain legislative approval of all real estate transactions to include leases, licenses, easements, permits, rights-of-entry, and right-of-ways. Manages, classifies, and analyzes the utilization of real estate to obtain the most effective and efficient use. Out-grants government-owned lands for industrial, recreational, commercial, agricultural, residential and other purposes through negotiation and/or formal advertising. Many of the actions are controversial and complex. Negotiates with companies concerning abilities for easements governing right-of-way on government lands for roadways, highways, pipelines, electric and communication lines and others. Represents the Real Estate Division within the District's governance processes to establish the Management and Disposal (M and D) resource requirements necessary to execute the District's real estate mission. Renders decisions within limits of delegated authority. Analyzes proposed plans such as commercial, industrial, recreational, etc. Takes necessary action to dispose of government-owned land and improvements which are excess to project requirements, including circularization to other government agencies. Minimum Qualifications NH-03 Specialized Experience: One year of specialized experience which includes negotiating terms of agreements with customers and/or partners; recommending corrective courses of actions for management and/or disposal work; outgranting lands by means of easement, lease, license, and/or permit; and managing workload and/or budget requirements for a project. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. The NH-03 band encompasses grades GS-12 and GS-13 under the General Schedule (GS) system. This position will be located in St. Louis, MO and will allow for situational telework only. This position is NOT eligible for full time telework.
