ICF Broadband Project Manager / Grant Management - Remote in Salem, Oregon

Description

ICF is seeking a Broadband Project Manager with Federal Grants Management experience who will lead our initiatives under the Infrastructure Investment and Jobs Act (IIJA) Federal Funded and similar special projects. The successful candidate is a leader who can drive our broadband projects, liaise with government agencies, and ensure the effective use of federal funds for maximum impact.

This is an opportunity to be a part of a management team that is making a significant impact by assisting states with administering programs funded through the Infrastructure Investment and Jobs Act (IIJA) and working to optimize grant resource management.

In this role, you will be responsible for independently developing project plans, leading weekly client engagements, facilitating client interviews, and writing a plan for management review. You will work with leadership, and engineering disciplines to develop recommendations, anticipate client needs, and propose solutions to help the client meet their deadlines. By exceeding the client’s expectations, the successful candidate will position the company’s resources and expertise to grow the business. In addition, you will work with ICF senior and junior staff and subcontractors to support nationwide critical broadband infrastructure clients.

The ideal candidate will be a proven leader with a track record of successful, multi-disciplinary plan development and will be responsible for ensuring that programs are positioned to optimize broadband grant resource allocation, build strong solutions to impacted areas, and provide strong risk management. Responsibilities:

  • Oversee the development and implementation of broadband infrastructure projects funded by the IIJA.

  • Serve as the direct interface and collaborate with federal, state, and local governments to align project goals with regulatory requirements and community needs.

  • Manage the allocation and utilization of federal funds, ensuring compliance with IIJA guidelines.

  • Lead a team of project managers, engineers, and other professionals to deliver projects on time and within budget.

  • Develop strategies to enhance broadband access and digital inclusion in underserved communities.

  • Provide regular reports to senior management on project progress, budget status, and compliance issues.

  • Stay abreast of technological advancements and regulatory changes in the broadband sector.

  • Ensure client-focused activities are taking place, including setting up and attending key client and stakeholder meetings.

  • Assist clients with securing funding for broadband initiatives.

  • Coordinate client’s priorities and identify grant funding opportunities.

  • Lead the development and maintenance of all applicable program policies, requirements, procedures, and guidelines.

  • Prepare agendas, biweekly status reports, and follow-up actions for meetings with external clients and client vendors.

Minimum Qualifications:

  • A Bachelor’s Degree in Business Administration, Economics, Engineering, Project Mgmt, Broadband Telecom, or a related field.

  • Minimum of 5 years of experience in broadband infrastructure, telecommunications, or a related field, with at least 3 years in a leadership role.

  • 3+ years of experience in IIAJ, BEAD, or FCC programs.

  • 3+ years of experience in Grants Management and possess knowledge of regulatory and statutory compliance requirements under 2 CFR 200 and other federal broadband programs.

Professional Skills:

  • Strong analytical, problem-solving, and decision-making capabilities

  • Strong written and verbal communication skills, emotional intelligence, critical thinking skills, and integrity and ethics

  • Experience in leading a multi-disciplinary planning process.

  • Familiarity with National Telecommunications and Information Administration regulations.

  • Demonstrated success managing complex cross-functional teams to achieve high levels of production, meet tight deadlines, and deliver compliant, quality work products.

  • Willingness to travel as necessary

  • Expert problem-solving capabilities and ability to learn quickly and apply knowledge to unique circumstances.

  • Team player with the demonstrated ability to build organizational capability, motivate teaming partners/staff to ensure high levels of engagement and work in a dynamic, fast-paced environment

  • Proficiency with Microsoft Office (Word, Excel, PowerPoint, Visio)

  • Experience with business process mapping and the use of project management software.

  • Excellent writing and presentation skills, with experience writing technical information clearly and concisely.

  • Self-motivated; ability to work independently.

Preferred experience:

  • Graduate’s Degree in public administration, telecommunications, business administration, or a related field of study.

  • Five+ years of managing government programs.

  • Understanding of 2 CFR 200 with a focus on 200.306 cost-sharing and matching

  • Familiarity with QuickBase, Salesforce or similar platforms.

  • Previous experience supporting broadband programs and initiatives.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$85,547.00 - $145,430.00
