Bureau of Land Management Supervisory Realty Specialist in Salem, Oregon

Summary This position is located in the Northwest Oregon District, Division of Resources. Responsibilities This position is located in the Northwest Oregon District, Division of Resources and reports directly to the Assistant District Manager for Resources. The position is the Supervisor of the Northwest Oregon District Realty Team. The incumbent leads the District Lands and Realty staff in planning and implementing all aspects of the Lands and Realty programs, including a wide range of sensitive, complex and often controversial social and natural resource issues; provide leadership and guidance to a diverse group of staff specialists; develop and maintain professional working relationships with counterparts in other federal, state, tribal, local agencies; develop and maintain cooperative working relationships with other partners and customers statewide; provide formal supervision to staff specialists on the team. Gives technical guidance, program review and program management for all phases of the District's Lands and Realty Programs to ensure that staffs performing the specific casework carry out their responsibilities in line with laws, regulations and policies. Prepares briefing papers, alternatives and recommendations on the more sensitive or complex issues. Relied upon to provide professional and technical realty problem-solving assistance to division chief, district manager, and field managers. For quantity and quality control, monitors all realty actions taken by subordinate staff. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: GS-12: Applicants must have one (1) full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) leading complex and controversial lands and realty actions including rights-of-ways, communication sites, land acquisition and disposal, or other use authorizations; (2) investigating or reporting unlawful closure of public lands, trespassing, or noncompliance of stipulations; (3) assisting other personnel in developing environmental assessments for lands program proposed actions; (4) providing information and application procedures to the public on complex realty program issues. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Education There is no substitution of education for experience at the grade level(s) of this announcement. Additional Information Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. You may be required to travel overnight away from home occasionally per month. You must obtain a government charge card for travel purposes. You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis. Physical Demands: Work in primarily in an office setting. There is minimal travel to field sites via four wheel drive vehicles, fixed wing aircraft, helicopter and boats. There is a potential for adverse weather conditions. Field work involves walking, bending, and climbing on steep and rough terrain. Working Conditions: Most work is in an office setting, Field sites may involve exposure to adverse weather, i.e. rain, snow, cold or heat. Some outdoor work requires special safety precautions. The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Tax Law Impact for PCS: Moving expenses reimbursement is a taxable benefit. However, the Federal Travel Regulation 18-05 issued by General Services Administration has authorized agencies to use the Withholding Tax Allowance and Relocation Income Tax Allowance to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
