Summary The Program Specialist (Geriatrics and Extended Care) serves through support in analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations. This position holds full responsibility to set strategic direction and local policy for overall administrative requirements of the Medical, Nursing, Administrative, and Social work staff. The position is responsible for working independently and autonomously to address and handle specific problem areas. Responsibilities Duties May Include, but are Not Limited to: Utilizes a broad base of knowledge of clinical programs, federal regulatory requirements, national directives, and accreditation criteria to develop, evaluate, and implement new policy and standard operating procedures and to revise existing policies under the GEC National Telehealth Program; Applies specialized knowledge of Telehealth Services, Clinical Resource Hubs, and VISN and/or National level programs; Coordinates the development and renewal of clinical service agreements that serve to define the process to coordinate care between GEC staff and specialty care or between GEC staff and other VHA facilities; Supports the GEC National Telehealth leadership to establish minimum standards of quality and develop methods to systemically evaluate quality for programs and services aligned under the Chief of Staff (COS); Ensure the standing items are developed to meet requirements and systemically included in the CEB agenda and meetings to demonstrate quality oversight; Coordinates Physicians Compensation (pay) Panel to include education of physicians and administrative staff on pay panel regulations and processes; management of biennial pay reviews for each eligible physician and new hire pay panel reviews; Manages conflict between groups and sets expectation and deadlines; Analyzes new legislation and accreditation standards to determine if local policy needs revision; Develop, conduct and/or participate in special information flow studies, analyses, presentations, briefings, and projects for GEC National Telehealth leadership within the enterprise; Works with various board to coordinate regular committee meetings, ensuring all event management steps are completed. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/05/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would include, but are not limited to: Advanced level knowledge of health care service administration, continuous quality improvement, data analysis, healthcare principles, theories and practices, budgeting and planning ; Expertise in analysis and application of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness or improvement of complex management processes and systems; Expert knowledge of clinical procedures and medical terminology to effectively communicate with staff and facility leaders, and to understand the objectives, organization, and procedures of clinical services; Knowledge of functions of Credentialing and Privileging. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Preferred Experience: Data management Program development and Expansion Experience with Sharepoint and VSSC. Knowledge of Telehealth Services Clinical Resource Hubs, VISN and or National level programs. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds. Occasional travel may be required. This position is eligible for telework. Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
