Job Summary

Essential job skills and functions will include but may not be limited to providing technical expertise and support in evaluating, selecting, and configuring defense systems, equipment, and services for potential FMS cases. Collaborate with senior engineers and program managers. To ensure compliance with technical specifications and requirements, provide systems engineering support services in delivering Mobile User Objective System (MUOS) access in an FMS case. Under the guidance of a senior engineer, provide systems engineering project management support and subject matter expertise in support of requirements development/review, CONOPS and Use Case development, and planning and support of events. Conducts engineering review and analysis of technical documentation. Under a senior engineer's guidance, assist in preparing and reviewing briefings. Assist in preparing and reviewing technical documentation, including specifications, drawings, and technical manuals, required for FMS cases. Generate reports on technical assessments, progress, and challenges encountered during the execution of FMS programs. Assist in data analysis supporting internal and external data calls, including collating and summarizing data to analyze cost, schedule, and performance for MUOS in general. Under the guidance of a senior engineer, prepare and maintain technical reports, information papers, quad charts, trade studies, and fielding plans as needed. Serve as a point of contact for foreign customers, addressing their technical inquiries, clarifying technical aspects of proposed systems, and facilitating communication between the customer and internal stakeholders. Coordinate with various internal departments, including procurement, logistics, and legal, to ensure seamless execution of FMS programs. Collaborate with external agencies, such as the TCNO, DISA, NIWC Pacific, and SSC/IA, to navigate technical requirements and resolve issues related to FMS cases. Participate in program management/project meetings, conferences, and reviews, including preparing agendas, meeting minutes, and tracking action items; developing, preparing, and providing graphics support for executive-level briefs and presentations. Assist in developing and delivering technical training programs for foreign military personnel on the operation, maintenance, and support of MUOS access acquired through FMS. Provide on-site technical support and guidance during domestically and internationally training activities. Participate in quality assurance activities to ensure that delivered defense equipment and services meet the specified technical requirements and quality standards. Stay abreast of advancements in relevant technologies, defense systems, and industry best practices through self-study, training programs, and participation in professional organizations. Apply acquired knowledge to enhance the effectiveness and efficiency of FMS processes and activities.

Telework is supported at 50%. Travel is required. 

Responsibilities and Duties

As an Engineer specializing in Foreign Military Sales (FMS) within the Department of Defense (DoD), specifically U.S. Space Force/Space Systems Command (SSC)/CGN (Narrowband SATCOM Acquisition Delta), you will play a vital role in facilitating the transfer of defense equipment, services, and training to international partners. Your responsibilities will primarily involve technical support, coordination, and liaison activities to ensure the successful execution of FMS programs. You will work within a dynamic team environment, interfacing with various stakeholders both within the DoD and with foreign governments and defense organizations.

Qualifications and Skills

Required knowledge and years of experience

Must have at least two (2) years of experience. Must have experience in Systems Engineering.

Education Requirements

Bachelor’s Degree in Engineering, preferably in a Mechanical, Electrical, Aerospace, or Systems Engineering discipline.

Certifications

PMP, DAWIA PM Level II or Equivalent desired

Salary

The minimum salary starts at $110,000, and the max is negotiable based on experience.
