SAIC Senior Software Engineer Architect in SAN DIEGO, California

Description

SAIC is seeking a TS/SCI cleared Senior Software Engineer / Architect responsible for providing high quality software engineering advisory services, software systems planning, integration, and architecture support for a C4ISR Program of Record within the Program Executive Office, Command, Control, Computers, Communications, and Intelligence (PEO C4I). As part of the team, you will be required to collaborate with others, as well as work individually on strategies, roadmaps and recommended solutions for the implementation of cloud solutions and hosted software application integration functions.

In this role, the Software Engineer / Architect will apply their expertise in cloud/on-premise security and compute architecture implementations, design and oversee implementation of CI/CD workflows, and review and assess designs and provide refinement. As needed the Software Engineer / Architect will oversee and execute Analysis of Alternatives for a variety of software and system related decisions. Additionally, a successful candidate will work with cyber security practitioners to ensure ATO controls are met through all phases of the SDLC, to include adding tools to conduct static and dynamic application security testing.

Job duties and responsibilities may include any of the following:

· Provide oversight on teams working to build a system of systems to include efforts on identifying risks, mitigations, and improvements with a focus on the software side of the house

· Present highly technical information, concepts and ideas to non-technical leadership in a manner that is digestible and can be used to informs their prioritization of investments and risk assessments

· Review process and design documentation for accuracy, thoroughness, and quality

· Assess delivered products and assess capability against government defined requirements in order to identify gaps

· Collaborate with development and test teams to assess delivered capability against the needs of the end-user and work towards convergence against the performance specifications.

· Be the product technical Subject Matter Expert through review of documentation, engineering artifacts, program artifacts and discussions with stakeholder and provide a strategic vision and real-time assessment of the performance of the product development

· Strategic thinker – leverage experience to improve team execution, design the system, and interact with other teams to develop a high quality system while introducing efficiencies to meet the customer’s timeline and financial responsibilities.

· Conduct software engineering activities based on sound engineering practices, fleet experience and acquisition feasibility

· Learn and adopt new software technologies to assist with the integration of custom software, software patching, and third party components into system releases.

· Provide technical guidance and assist the Lead Engineer (LE) and Assistant Program Manager (APM) regarding software system strategies.

· Periodically review Defense Information Systems Agency (DISA) Security Technical Implementation Guide (STIG) and apply safeguards to the system to ensure compliance.

· Support software development and integration efforts while adhering to government guidance for strategy, planning, documentation, and implementation.

· Provide software engineering support that follows industry standards including integration policies and documentation.

· Evaluate system software requirements and derive related measurable performance criteria.

· Work proficiently on complex technical problems and seek solutions for consideration.

· Elicit and refine customer-derived requirements.

· Assist cyber security acquisition teams with the planning and development of efforts to attain an authority to operate (ATO) for the system.

Qualifications

Qualifications - External

EDUCATION AND EXPERIENCE: Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience; PhD and four (4) years or more experience. Active TS/SCI

Required Skills:

· Skilled in: Cloud, Product Owner, Agile

· Experience in: AWS, Containers (Docker, Kubernetes, OpenShift), Agile and DevSecOps best practices, software development life cycles, automation toolchains and CI/CD pipeline.

· Relevant experience leading/managing software development teams. Ideally at least 5 years knowledge in PaaS / IaaS / SaaS.

· Understands software engineering concepts and related systems engineering processes.

· Understanding of disconnected networks and limited bandwidth networks to include disconnected lab and production systems.

· Strong communicator that can consult on technical discussions and provide technical recommendation across many levels of the program to include senior leadership.

· Technical leadership and general problem solving related to software design, architecture, and execution in an oversight position

· Ability to operate both independently and without direct supervision

Desired Skills and Certifications:

· SAFe Agilist

· AWS Solutions Architect or SysOps Administrator.

· Able to attain CSWF and IAT Level II Certifications (Security+)

· Demonstrated technical writing and briefing

· Understanding of hybrid cloud/local architectures.

· Experience in modern source control (Git, BitBucket, etc.)

· Understanding of PEO C4I, NAVWAR, US Navy C4I systems.

Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
