Responsibilities If selected for this position, you will join a well-respected team that is responsible for providing a variety of administrative support services in such areas as purchasing, space management, security, internal controls, mail, records, reproduction services, forms management, and communication services. Typical work assignments will include: Performing pre-award and post-award work on a variety of contract actions. Developing and documenting acquisition strategy for procuring supplies and services that may require a variety of specialized handling provisions, terms and conditions. Reviewing requisitions and determining appropriate contract type, competition requirements, contract vehicle and applicable Federal Acquisition Regulations (FAR) authorities. Preparing all solicitation documents necessary to support a variety of contract actions. Monitoring contractual milestones and processing timely actions. Developing and maintaining familiarity with Department of Justice and Government contracting procedures, business practices, the FAR and other regulations, policies and procedures. Performing cost and price analysis, preparing contracts and executing award documents. Preparing statements of work and resolving non-complex problems in the pre-award and post-award phases. Reviewing technical and cost evaluation reports for accuracy and completeness. Responsibilities will increase and assignments will become more complex as your training and experience progress. The salary range for a GS-11 in San Francisco, California is $90,310 - $117,400 (step 1 through step 10). Requirements Conditions of Employment Qualifications To be eligible, you MUST meet both the Basic Requirements AND Minimum Qualifications as described below. BASIC REQUIREMENTS Applicants MUST have one of the following: A 4 year course of study leading to a bachelor's degree with a major in any field; OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; OR You occupy and/or have occupied a GS-1102, Contract Specialist position in the Federal Government on January 1, 2000, in one of the following grade levels GS-5 through GS-12. MINIMUM QUALIFICATIONS REQUIREMENT GS-11: You must meet at least ONE of the following conditions as defined below: Specialized Experience: One full year of specialized experience equivalent to the GS-09 level in Federal service. Specialized experience is defined as experience in preparing statements of work or statements of objectives, and other documents necessary prior to a formal solicitation process; preparing reports concerning the status of funds, expenses, and obligations; drafting final contract documents to include specifications of bids and proposals; and participating in the preparation of contract modifications, cost analysis, and acquiring services and supplies. Education: Have one of the following types of education: A Ph.D. or equivalent Doctoral Degree. in a related field (e.g., Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization & Management); OR 3 full academic years of progressively higher-level graduate education leading to such a degree. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. Combination of Education and Experience: Only graduate hours in excess of two full years of graduate level education may be used in this calculation. To calculate your percentage of graduate education, first determine the total number of graduate hours that exceed two full years of graduate education; then divide the total number of your excess graduate semester hours by 18 (or your school's definition of one year of graduate study). To calculate your percentage of qualifying experience, divide your total number of months of qualifying experience by 12. Now, add the two percentages together. The sum of the percentages must equal at least 100%. Applicant must currently possess the fully completed applicable certification requirements including mandatory training as prescribed for federal procurement functions, which includes those prescribed as FAC-C Professional requirements or equivalent. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. Additional Information Telework: Situational telework is subject to supervisory approval and may be permitted on an occasional, non-routine basis, from an appropriate off-site location and may be authorized to the extent that it is consistent with the mission of the Office.
