Appointment Type: This is Permanent Exempt position. In accordance with San Francisco Charter Section 10.104, exempt employees shall serve at the discretion of the Appointing Officer.

What We Do:

The Department of Building Inspection (DBI (https://www.sf.gov/departments/department-building-inspection) ) oversees the effective, efficient, fair and safe enforcement of City building, housing, plumbing, electrical, mechanical, and disability access codes for San Francisco’s more than 200,000 buildings.  This position is located in the Inspection Services Division (IS (https://www.sf.gov/departments/department-building-inspection/inspection-services-dbi) ), which inspects buildings and construction for compliance with code requirements, permit scope, and responds to building complaints.

Under general direction, the Deputy Director for Inspection Services is responsible for the daily management, development, coordination and implementation of procedures and policies to comply with all Building, Plumbing, Electrical, Mechanical, Housing, and Disability Access Codes, technical code evaluation and at times, physical inspection of properties and construction. Deputy Director of Inspection Services is a high level administrative and policy influencing position that provides recommendations to other members of the Executive leadership on department goals, objectives, policy changes, staff recommendations and reorganization. This position also reports and consults directly with the Mayor’s Office, the Building Inspection Commission and other boards and departments on issues related to the building code compliance process.

The Deputy Director for Inspection Services oversees the Inspection Services and Code Compliance Program, which includes Building Inspection, Plumbing Inspection, Electrical Inspection, Housing Inspection, and Code Compliance & Complaints.  The Inspection Services Division consist of Inspectors, Sr. Inspectors, Chief Inspectors, managers, and Permit Technician I's, II's and III's.

MAJOR, IMPORTANT, AND ESSENTIAL DUTIES

  • Directs the development and implementation of goals, performance measures, objectives, procedures, policies and strategic plans for the Inspection Programs;

  • Oversees the operations and daily management of five major department divisions by setting goals and objectives and monitoring the performance of subordinate staff;

  • Represents the department before the Commission, Board of Supervisors, Mayor’s Office, other agencies, departments and other public forums;

  • Directs the development and implementation of the operational budget; monitors expenditures to ensure adherence to the approved budget;

  • Ensures staff compliance with state mandated AB 717.

  • Provides guidance and support to Chief Inspectors in the interpretation of all related building codes and makes professional recommendations on various interpretations; and

  • Other duties as assigned.

MINIMUM QUALIFICATIONS

Education: High school diploma or equivalent (GED or High School Proficiency Examination), AND

Experience: Five (5) years of verifiable senior building inspector experience, senior housing inspector experience, senior plumbing inspector experience or senior electrical inspector experience, all of which includes supervision of inspectors, with a public agency. Experience must be at a similar or higher level to CCSF class 6333 Senior Building Inspector, 6272 Senior Housing Inspector, 6246 Senior Plumbing Inspector, or 6249 Senior Electrical Inspector.

Education Substitution: May fully substitute educational requirement with two (2) additional years of experience in the feeder classifications in Building Inspection, Housing Inspection, Plumbing Inspection, or Electrical Inspection.

Desirable Qualifications:

  • Two (2) or more years of experience that includes inspection, permitting or plan review services for a municipal agency in a Major Metropolitan Area.

  • Two (2) or more years building construction experience in the areas of construction, design, inspection or fire, architectural, and structural plan review.

  • Project management experience.

  • Strong verbal and written communication skills.

  • Possession of a valid California Driver License (to be presented at the time of appointment).

Selection Procedures: The selection process will include evaluation of applications in relation to minimum requirements. Applicants meeting the minimum qualifications are not guaranteed advancement to the interview. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited to participate in the oral/performance interview. Finalists will participate in the Trades Supervisory Written Exam. The exam results are for advisory purposes only.
