Summary The Program Specialist will serve in a developmental assignment which is designed to provide the knowledge, skills, abilities, and experience to perform the full range of routine and non-routine assignments with a high level of independence. The supervisor and the incumbent will jointly establish specific goals, objectives and projects. The incumbent will organize work to achieve approved goals. Responsibilities Major Duties and Responsibilities The Program Specialist is responsible for the overall monitoring of the Primary Care Management Module (PCMM) program within this Medical Center and will provide the necessary training and guidance to all clinic chiefs and clinic managers to assure compliance with the national standards and requirements. The Program Specialist conducts various computer related projects assigned by the Director and Assistant Director for Ambulatory Care and/or the Ambulatory Care Program Analyst. These duties will encompass matters related to workload capture, cost effectivenessstudies, and analytical duties. Analyses workflow to determine potential problem areas and makes recommendations to correct these areas to improve coordination between the various units and/or offices. From reports submitted measures progress and effectiveness of operations against objectives. Identifies and recommends ways of eliminating, combining, simplifying, or improving procedures and processes. Program Specialist must use initiative and independent judgement in handling assignments. The Program Specialist is expected to use good, sound management techniques and allocate an appropriate amount of time to adequately meet deadlines. In case of conflicts that arise and cannot be resolved within the incumbent's operating range, decision for resolution remains with the ACOS for Ambulatory Care. The Program Specialist provides assistance to Ambulatory Care in reviewing operations for various centralized and local ADP operations and reporting systems and advising the Director and Assistant Director for Ambulatory Care, Clinical Directors, Nurse Managers, and care line employees throughout SFVAHCS. The Program Specialist provides some necessary financial and budgetary information needed by the Director and Assistant Director for Ambulatory Care. This critical information is used to establish objectives, develop strategic plans to fulfill those objectives, to administer and control the day-to-day activities of the organization, and to evaluate the successes of the organization. The work requires skill in preparing reports, understanding, acceptance of findings and recommendations. Typical assignments require skill in conducting detailed analyses of complex functions and work processes, including past, present, and programmed workloads; trends in improvement, workload capture, patient assignments, primary care panels, etc. Other duties as assigned. Examples of specialized experience would typically include, but are not limited to: Experience with a variety of software (e.g., Word, Excel, Outlook, PowerPoint, VISTA) Perform work involving the collection, compilation, and/or tracking of data and statistical information in support of an organization's program operation Use word processing equipment or other office automation systems to produce letters, memoranda, reports and other textual documents. Independently generates and reviews all documents, reports, and/or applications for accuracies, completion, omissions, and inconsistencies and ensures conformance with established formats and grammatical accuracy. OR GS-7 LEVEL COMBINATION: Must possess a combination of graduate education and specialized experience as described above. GS-7 LEVEL EDUCATION: Must have successfully completed 1 full year of graduate level education (Such education must demonstrate the knowledge, skills, and abilities necessary to do the work and be directly related to the duties of this position). - OR - completed a 4-year course of study leading to a bachelor's degree and have superior academic achievement (S.A.A). S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled and demonstrates the knowledge, skills, and abilities necessary to do the work and be directly related to the duties of this position. S.A.A. is based on (a) graduated in the top third of class. Class is defined as the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration. (b) Graduated with a Grade-point average of 2.95 or higher out of a possible 4.0. This grade point average could have been determined based on 4 years of education or based on courses completed during the final 2 years of the curriculum. (c) Graduated with a grade-point average of 3.45 or higher out of a possible 4.0 based on courses required for my major field or courses in the major field completed during the final 2 years of the curriculum. (d) Member of a national scholastic honor society. (TRANSCRIPTS REQUIRED) You will be rated on the following Competencies for this position: GS-9 Qualifications: Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develops and performs work related to the acquisition and/or development of program information such as policies, SOPs and resource materials/personnel to support the policy development and/or technical activities of the organization to include the development and publication of the program information hand out. As part of quality assurance, review records for completeness. Identifies problems or potential problems. Facilitates process analysis to alleviate problems. Gathers and compiles statistics for necessary reports. Use word processing equipment or other office automation systems to produce letters, memoranda, reports and other textual documents. Experience with correspondence procedures enough to screen material prior to distribution for suspense dates, and to establish controls to ensure that deadlines are met Experience and proficiency of word processing and spreadsheet software Facilitate background checks and schedule appointments with the personnel security office. Assists with drafting local credentialing procedures. Receives and reviews correspondence and communications for the credentials function and determines which items require immediate attention and which are confidential in nature. Receives and reviews VetPro reports detecting problem areas requiring further investigation. OR, GS-9 LEVEL EDUCATION: Successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
