Summary This position is assigned to the Whole Health System as the Program Manager and reports to the Director/Chief of Whole Health or designee. Operating in a Whole Health System of care, the position operates in a model with three core elements, seeking to create a personalized health plan for each Veteran. This is done in the context of healing relationships and healing environments and a connection back to the Veteran's community. Responsibilities This position is assigned to the Whole Health System as the Program Manager for the purpose of planning, development, and coordination, to include but not limited to all list one modalities. The program manager is responsible for the overall planning, development, and coordination, of a comprehensive and complex Whole Health System, including all list one modalities offered in the Whole Health System. The Whole Health Program Manager is responsible for the comprehensive development, planning and implementation of the program's policies and procedures, determining the needs of the program, overseeing and directing the quality and quantity of training, monitoring data driven outcomes, and establishing program initiatives and direction within limitations of available staff and budget. MAJOR DUTIES AND RESPONSIBILITIES Serves as a subject matter expert and demonstrates an ability to provide consultation to other health care practitioners and outside groups. Develops curriculum to promote self-care and empowerment of patients, including but not limited to, mindfulness courses, stress reduction courses, and other educational courses for self-care. Ensures daily Whole Health operations run smoothly, e.g. timely distribution of consults to appropriate providers and health coaches, consultations answered promptly, clinics are in full operation during regular hours, space is utilized properly, supplies are adequate and utilized fully, data in filing systems are up-to-date, policies and procedures are current. Assists in the orientation of physicians, medical residents, and other allied health personnel to the (discipline) Program at this facility Works with Quality Management as needed to establish medical center procedures to meet accreditation standards for clinical services under the Whole Health System. These involve local, state, and national officials, community based special interest groups, community-based agencies, and health care providers and representatives of affiliated medical schools. Assists in establishing policy for the organization with regards to the methods, criteria, and other critical considerations associated with Accreditation. Defines work of staff through writing and reviewing functional statements and position descriptions. Provides leadership to WHS, clinical and non-clinical staff. Provides direction and oversees implementation of OPCC & CT and VISN initiatives related to the WHS. Evaluates professional competency development of all WHS staff and ensures that staff are functioning within their scope of practice. Completes evaluations of subordinates. Manages the facility level Whole Health System budget, including, but not limited to salary of personnel; services related to fee based screening; enhancements to existing complementary approaches; group wellness approaches; promotion of healthy eating, and patient engagement; facility space; training and travel activities for staff development and VISN WHS Strategic planning meeting; training and educational materials; and equipment for newly allocated WHS space. Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Special Provision of In-service placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the above Individual Occupational Requirement (IOR), applicants must also meet the specialized experience relevant to this position listed below. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Expert knowledge of healthcare delivery systems, planning, organizational change, and outcomes measurement. This includes knowledge of cutting-edge, healthcare trends and technologies, major VHA initiatives, program goals and objectives of the Whole Health transformation. Comprehensive knowledge of working in the Veterans Health Administration at the facility level and background or knowledge of in Integrative Medicine are both highly desirable. Extensive knowledge of the mission of the Department of Veteran Affairs, Office of Patient Centered Care and Cultural Transformation from the traditional VA medical model to one of patient centered care. Expertise in program and project management. Knowledge of the relationship and interdependence of strategic planning with other programs within the VA Medical Center.
