Quest Diagnostics Inc Sr. Manager, Payroll Systems (Remote) in Secaucus, New Jersey

The Sr. Manager, Payroll Systems will have overall responsibility to support the entire payroll function enabling delivery of payroll to all Quest employees. Manages a team who handles ongoing system updates, enhancements and analytics within the HCM, Payroll and Time & Labor systems. Manages the Payroll System Analysts, enabling them to resolve defects and lead in various internal projects within Payroll and other related HCM areas. Escalates Oracle Service Request issues both internally and with Oracle as necessary. The Sr. Manager, Payroll Systems will focus on the Oracle Time & Labor implementation project for the next 12-18 months as their primary focus in addition to oversight of all payroll systems project.


  1. Provides strategic and tactical direction for payroll systems. Prioritizes and escalates as needed. Maintains industry knowledge of best practices, company strategy and compliance requirements. Leveraging current knowledge of regulations and software trends, as well as company policies, recommends system or procedural changes.
  2. Leads the Oracle Time & Labor implementation project. Manages three exempt resources that will be 100% focused on the implementation. Will attend all project meetings, including playback sessions, and strategy meetings for testing, communications & future support models. Will present new functionality, project risks, and recommendations to various audiences and levels of the organization.
  3. Manages and enables the 7-10 high level exempt Payroll Systems Analysts or consultants in the research and resolution of operational issues, tax and system updates.
  4. Drives accuracy in testing by developing key cross functional relationships with leaders in the HRSC as well as key COEs. Ensures upstream and downstream testing integrity for all aspects impacting payroll results. Prepares and presents to various key partners (at all levels) related to project work and proposals.
  5. Manages relationship with outside consultant firms or other consultants engaged to execute projects impacting payroll.
  6. Key enabler of payroll processing. Ensures upstream and downstream activities results in accurate stable environment and system integrity for all aspects impacting payroll results.
  7. Develops team skills and manages team performance, makes hiring/firing recommendations for individual consultants and employees.
  8. Manages the processing of data uploads and bi-directional interfaces with outside vendors (Equifax, Fidelity, E & Y, Social Security Administration, etc.) and internal customers, reports and files during all payroll processes.
  9. Responsible for system analysis, modifications and interfaces for the Time and Attendance system. In collaboration with the Payroll Manager, ensures FLSA and state and wage and hour compliance for all earnings and deductions. Ensures this system continues to meet business needs.
  10. Ensures new system functionality is introduced and documented in a comprehensive, professional and timely manner. Collaborates with payroll operations, outside vendors and other corporate departments to coordinate new system processing relating to payroll and time and attendance, such as acquisition integrations, changes to benefit plans, company-wide policy changes for timekeeping, and payroll system quarter-end or year-end processing.
  11. Manages payroll year-end/year-begin project including all elements leading to timely and accurate processing of W-2 forms and various inter-related projects and audits for the entire organization.
  12. Consistently evaluates current processes and controls for continuous process improvements. Ensures SOP's are up to date and followed, in collaboration with Payroll and Tax.
  13. Manages various projects including M&A integrations for payroll as needed. Manages Oracle Quarterly tax updates, enhancement and upgrade testing, utilizing project management skills as well as payroll and tax expertise. Establishes project plans for these initiatives and works in conjunction with IT, various HR functions and accounting to ensure successful completion.

Supervision Exercised:

Develops high level exempt staff, Manager, Time & Attendance, Sr. Payroll System Analysts and Payroll System Leads. Monitors performance including collaboration, project monitoring and provides guidance to ensure growth and development. Performs evaluations at year end and mid-year and provides on-going coaching and feedback.


Education:

  • Prefer candidate with BA/BS degree

Work Experience:

  • The incumbent should possess highly developed HR and Payroll system analytical skills; thorough payroll and tax knowledge
  • 8 to 10 years HCM or payroll system experience
  • 5-10 years management experience and accomplished project management skills
  • Oracle Time & Labor experience is required

Technical Training or Professional Licensing:

Position requires excellent written and verbal communication skills. Knowledge of time and attendance systems is beneficial. Certified Payroll Professional (CPP) preferred.
