Summary This position is located in Sequoia and Kings Canyon National Parks, in the Resources Management Division. Open to the first 50 applicants or until 07/02/2024 whichever comes first. Responsibilities Major duties for the position include: Organizes, schedules, and executes a wide variety of established natural resource management projects. Plans field projects, independently choosing from among several possible courses of action at different stages of each project (e.g., selects site locations, sampling techniques, appropriate equipment, logistics, etc.). Collects and organizes field data using standardized data collection procedures and equipment; uses judgement to apply precedents and established techniques to new situations. Ensures adequate quality control of data is collected. Performs field and laboratory analysis of collected samples. Records all data collected and provides preliminary analysis and classification of the information. Makes field observations of natural resource conditions. Evaluates observed conditions and problems, and interprets variables, trends, correlations, and interrelationships among data and conditions. Recommends management actions based on prescribed guidelines in existing park plans. Prepares draft project reports which include literature research, descriptions of methods, preliminary data analysis, graphs and charts, results, and recommendations for planning, protection, and mitigation activities. Provides written comments on environmental assessments, resources management plan reviews, and park planning documents. Provides logistical support and area orientation for contract or cooperating scientist; provides technical information, ensures quality control, and solves logistical or operational problems within the scope of the incumbent's authority. Installs, operates, and maintains resource management equipment (e.g., tools, traps, and sampling, monitoring, photographic, and laboratory equipment). Inventories equipment, evaluates quality assurance compliance, and calibrates equipment as necessary. Orders replacement parts, new equipment, and supplies. Provides advice, assistance, and training to students, student conservation assistance, and volunteers involved in the resource management projects and field research. Utilizes a variety of computer programs to compile, reduce, store, retrieve, analyze, and report data and other resource management information, including research and log-term monitoring projects. Maintains and organizes computer databases. Provides information to the other employees and visitors about the natural resource management program. May develop and present related interpretive programs to the public. This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service. The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action. Sequoia and Kings Canyon National Parks represent an extraordinary continuum of ecosystems (96% designated wilderness) arrayed along the greatest vertical relief (1,370 to 14,505 feet elevation) of any protected area in the lower 48 states. They are the highest, most rugged reaches of the Sierra Nevada Mountains (including Mount Whitney at 14,500 feet elevation) and feature the world's largest trees - Giant Sequoias. Sequoia National Park is the nation's second oldest national park (established September 25, 1890) and encompasses 404,863 acres. Kings Canyon was established on March 4, 1940 and encompasses 458,847 acres. Both parks provide a wealth of recreational opportunities via 835 miles of trails, wild and scenic rivers, alpine lakes, and caves, along with a full range of overnight lodging prospects to choose from that include 14 campgrounds. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You may be required to complete training and operate a four-wheel drive vehicle. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You will be required to work on-call, evenings, weekends, holidays, overtime and shift work. You will be required to complete a one-year trial period. You may be required to travel overnight away from home up to 10 nights per month. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Ability to lift 50 pounds and work outdoors in all types of weather. Air Quality: Poor air quality afflicts Sequoia and Kings Canyon National Parks, especially during summer months - generally May to October. High ozone levels may be the most harmful pollutant here. Qualifications All qualifications must be met by the closing date of this announcement, or when the applicant limit is reached, which may be sooner than 07/02/2024. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. SELECTIVE FACTOR: This position requires regular and recurring work and camping in rugged mountainous backcountry above 7000 ft elevation for extended periods of time. Selectee(s) must be able to hike by foot in the backcountry at high altitude for extended periods of time while carrying backpacks, tools and supplies of at least 50 lbs, and be able to camp for several days at a time. You must indicate your experience in performing this type of work in your application materials. -AND- To qualify at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). Collecting bird survey data, implementing natural resource projects, supporting invasive species control, preparing reports, and compiling and reporting avian/wildlife resource data. This experience includes activities such as: performing wildlife studies or surveys involving predators; performing wildlife management duties pertaining to threatened and endangered species; tracking, trapping and/or monitoring wildlife predators in field settings. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least one year of directly related graduate education leading to a master's degree in biology or wildlife management or directly related disciplines. You must include transcripts -OR- Successful completion of a COMBINATION of experience and education as described above. Note: In combining education with specialized experience, only graduate level coursework that is directly related to the work of the position counts towards the specialized experience required. The total must equal at least 100 percent to qualify. You must include transcripts and hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
