Defense Health Agency Administrative Officer in Silver Spring, Maryland

Summary About the Position: This position supports the Director for Administration, Human Resources at the Joint Pathology Center, Silver Spring, MD. Area designed to encourage collaboration and communication. This position goal is to be the SME that optimizes the human resources of the organization through knowledge and execution of the various programs of awards, education, evaluation management, etc. This position is temporary Not to Exceed 1 year. Responsibilities Enhance the organization’s human resources by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices. Advise managers and supervisors of state and federal regulations and effective human resource practices with regard to employee issues. Evaluate the effectiveness of the organization’s training programs and recommends areas of improvement. Prepare employees for assignments by establishing and conducting orientation and training programs. Enforce management guidelines by preparing, updating, and recommending human resource policies and procedures. Ensure adherence to legal and company policies and procedures and undertake disciplinary actions if the need arises. Prepare and improve HR systems for continuous organizational growth. Organize workflow and ensure that employees understand their duties or delegated tasks. Conduct new hire employee orientations, apprises employees of benefit options, and accurately completes requisite paperwork for new staff members. A temporary promotion may be made or extended up to a maximum of 5 years. A temporary promotion may be made permanent without further competition. Specialized Experience: To qualify based on your work experience, your resume must describe one year of specialized experience which includes assisting with developing, initiating and implementing administrative policies and procedures for the department; planning, directing, and/or coordinating administrative task management support services; assisting with management of contract services for the department; and planning work to be accomplished by subordinates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Manages and Organizes Information Organizational Awareness Personnel and Human Resources Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
